
Overview
The Compliance Specialist – Baltimore Campus provides hands-on operational support for personnel file remediation, ongoing compliance maintenance, and regulatory documentation for youth-serving programs across Maryland, West Virginia, and Pennsylvania at Everstand. This role executes compliance tasks under the direction of the HR Operations Manager, supporting organizational readiness for licensing reviews, internal audits, and external state and federal audits. The specialist maintains compliant personnel files with the Pre-employment team and serves as a backup for other compliance projects such as the Maryland State Department of Education’s Ed. Article 6-112.3 and Office of Licensing and Monitoring Residential Child and Youth Care Practitioner (RCYCP) processes as assigned. The role will maintain physical personnel files and HRIS data integrity and ensure compliance with applicable federal, state, accreditation, and program-specific employment regulations to deliver a positive, mission-driven employee experience. Personnel File Remediation Ongoing Compliance Maintenance Maintain routine compliance tracking for personnel file components, including medical clearances, state certifications, and background clearances Update internal trackers, HRIS systems, and other shared compliance tools Conduct assigned file audits with the QI Department and Coordinators Notify leaders and staff of upcoming clearance expirations in accordance with the protocol Support internal audits and corrective action follow-up activities Regulatory & Licensing Support Collaboration and Communication Compliance Auditing & Risk Management HRIS & Documentation Management Details per function are described in the original job description: for example, assisting with licensing inspections, maintaining organized records, partnering with HR Operations Manager and Pre-employment team, and supporting audits and risk management. Core Competencies
Regulatory Knowledge and Interpretation Audit and Risk Assessment Technical Proficiency in HRIS, preferably ADP Ethical Decision-Making and Independence Regulatory Reporting to External Stakeholders Required Education and Experience
Bachelor’s degree with a minimum of 4 years of human resources/compliance/auditing experience Knowledge of employment laws, compliance requirements, and best practices in hiring and recruitment Strong organizational, communication, and interpersonal skills Preferred Education and Experience
Master’s degree plus experience in human services, healthcare, or other regulated industries Familiarity with compliance frameworks such as ORR, PA 3800, or auditing Licenses/Certifications
PHR or SHRM-CP certification preferred but not required Ability to obtain and maintain a notary within 90 days of hire Must pass background checks (CPS, fingerprinting), drug screening, TB screening, and physical work-readiness Work Environment
This job operates in a professional office environment. Routine use of standard office equipment. Due to the nature of the organization, occasional exposure to a residential and school environment where challenging behaviors may be exhibited. Travel is primarily local during the business day, with occasional travel to other locations. Mileage reimbursement or agency vehicle provided for approved travel.
