General Description The purpose of this job within the organization is to perform administrative and technical work in the procurement of non-professional services, equipment purchases and rentals. This job works independently, under limited supervision, reporting major activities through periodic meetings.
Duties and Responsibilities The functions listed below are those that represent the majority of the time spent working in this job. Management may assign additional functions related to the type of work of the job as necessary.
Essential Functions
Essential Functions: Generates and posts required documentation for solicitations, awards, cancellations, bid tabulations, etc.
Manages the pre-award and post-award contract functions including negotiation, and administration of contracts for services, equipment and commodities.
Serves as a point of contact for inquiries and guidance for vendors.
Works with agencies to develop and release solicitations to the public.
Prepares various system generated reports for information such as vendors, supplies, and purchases.
Updates the City's vendors listing.
Tracks and coordinates the sale of surplus items on the government website.
Coordinates and participates in the preparation of contracts for goods and services, which includes: gathering, reviewing, and compiling specifications for legally-required bid processes; notifying vendors of bid opportunities; developing tabulation sheets.
Additional Duties
: Places purchase orders for supplies, materials and equipment through competitive bidding.
Collaborates with departments on award recommendations; prepares vendor awards, and rejection letters; notifies departments of bid status, expenditure amounts, and contract dates.
Performs related work as assigned.

Minimum Education and Experience Requirements: Requires a Bachelor's Degree in accounting, business, contracts, purchasing or related field.
Requires two years' experience in conducting procurements for goods and services to include formulating, awarding and executing contracts and ensuring compliance with agency, federal and state procurement regulations, rules and reporting requirements as needed.
Working knowledge of the State of Virginia Public Procurement Act is preferred.
Procurement, legal, strategic sourcing background is preferred. The desired candidate will have two years of actual or related experience in public purchasing, automated purchasing and strong computer software skills preferably in a governmental environment.
An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the position.
Special Certifications and Licenses: Preferred Qualifications: CPPB, VCO, VCA or other procurement certifications preferred.
