Overview

Reporting directly to the Director of Emergency Management, responsible for assisting with the development, coordination, implementation, and maintenance of Williamson County’s comprehensive emergency management program. This position functions as a professional-level Emergency Management Specialist and requires the ability to work independently on assigned projects while supporting complex incident operations. Responsibilities

Leads planning projects related to the development, coordination, implementation and maintenance of emergency preparedness, recovery, response and mitigation plans, procedures, exercises and programs Maintains a high level of operational readiness to ensure immediate response to large incidents, disasters, and emergencies Prepares reports, presentations, and mass communications; ensures accurate incident documentation; tracks resources; and monitors the department’s budget Responds to large scale incidents, either to the scene or to the Emergency Operations Center, to provide coordination and support of resources Serves as a liaison to various public safety agencies within Williamson County and the surrounding jurisdictions, assisting with the development of plans, required trainings and meetings, and information gathering projects Participates in and conducts disaster-related trainings and exercises, ensuring program compliance with regulatory agencies and adherence to the multi-year training and exercise schedule Coordinates and assists with Williamson County Amateur Radio Emergency Service operations Serves as the information coordinator for the Williamson County LEPC and maintains Tier II Data with annual validation Performs assessments and gathers data to support the County Threat Hazard Identification and Risk Analysis Supports program compliance with applicable state and federal emergency management standards, guidance, and accreditation requirements Performs as on-call duty officer as assigned Performs special duties as assigned Organization Relationships

Reports directly to – Director of Emergency Management Direct Reports – No Physical Demands

Position involves prolonged sitting at a workstation, reaching, walking, twisting, bending, repetitive motions, and standing Position involves walking over uneven terrain and climbing obstacles Position involves occasional lifting and carrying of fifty (50) or more pounds Position may involve working for extended periods of time (12 or more hours) Environmental Factors

Work is primarily indoors in an air-conditioned environment May be required to perform work outdoors in inclement weather (heat, cold, wet conditions) Potential exposure to dust, smoke, loud noise, technical hazards, disturbing scenes, and hazardous substances Regular travel between work sites as required Irregular Hours

Associate degree in a related field AND three (3) years of experience in emergency management and/or public safety with roles in planning and response; OR an equivalent combination of education and experience Experience working in or supporting an Emergency Operations Center (EOC) Licenses and Certifications

Bachelor’s degree in a related field Five (5) years of experience in emergency management or public safety, with roles in planning and response Prior experience in a response level organization Texas Emergency Manager (TEM), Certified Emergency Manager (CEM), or Federal Emergency Management Agency (FEMA) Advanced Professional Series certification FEMA Master Exercise Practitioner (MEP) FEMA Continuity of Operations (COOP) Level I or II Operational licenses of one or more: EMT or Paramedic, Firefighter, Hazardous Materials Technician, Basic Peace Officer, or other public safety licensure Texas Division of Emergency Management (TDEM) ICS Instructor certification Employment Testing
