Assigned by Superintendent or Designee Job Summary: The Assistant Superintendent for Human Resources and Student Services provides strategic leadership and administrative oversight for all Human Resources and student related support functions within the school district. This position is responsible for district-wide staffing, labor relations, employee support, compliance with employment and civil rights laws, and the effective administration of personnel services for all employees. The Assistant Superintendent for Human Resources and Student Services supports a positive and compliant organizational culture, and ensures that human resources practices and student-related services align with district goals, policies, and legal requirements. Qualifications and Requirements: 1. Master’s Degree in Building Leadership with appropriate Kansas licensure 2. District Leadership Certification with appropriate Kansas licensure 3. Experience in public school administration 4. Strong written and verbal communication skills 5. Strong knowledge of employment law, labor relations, and HR best practices 6. Experience working with collective bargaining units in an educational setting 7. Ability to lead with integrity, discretion, and sound judgment 8. Strong interpersonal, communication, and conflict-resolution skills 9. Ability to interpret and apply laws, contracts, and policies consistently and fairly 10. Strong organizational and analytical skills with attention to detail 11. Proficient in technology skills, including Excel 12. Knowledge and experience of Skyward preferred 13. Commitment to serving a diverse school community and supporting student-centered outcomes Performance Responsibilities: Strategic Leadership & Administration • Develops and implements district-wide Human Resources strategies aligned with the district’s mission, goals, and strategic plan • Coordinates HR functions with buildings and other departments of the school district • Serves as a member of the district leadership team, contributing to planning, decision-making, and organizational improvement • Advises the Superintendent and Board of Education on HR matters • Participates in Board of Education meetings as required • Oversees the HR Department budget • Ensures compliance with all Board of Education and district rules, regulations, policies, and administrative procedures Staffing, Recruitment & Employment • Oversees recruitment, selection, hiring, onboarding, and retention of all district personnel • Collaborates with building and district leaders to recruit, hire, and retain highly qualified staff • Prepares employment recommendations and issues contracts and working agreements for certified and classified personnel • Assists in planning and conducting orientation procedures for all new employees • Oversees changes in employment status, including promotions, transfers, suspensions, resignations, retirements, and terminations • Develops planning strategies to meet current and future staffing needs • Ensures equitable, efficient, and timely hiring practices • Determines employee salary placement, monitors licensure and credentials, and reviews transcripts for horizontal movement • Coordinates placement of college interns, block students, and student teachers Employee & Labor Relations • Administers and interprets collective bargaining agreements, Board of Education and district policies, and employment contracts • Serves as the district’s lead for labor relations, including negotiations, grievances, formal complaints, and disciplinary processes • Oversees administration of Classified Sick Leave Bank • Supports administrators with employee evaluations, discipline, and corrective action • Works cooperatively with professional organizations, unions, and external agencies on employment related matters Compliance, Risk Management & Records • Ensures full district compliance with applicable federal, state, and local employment laws and regulations, including civil rights legislation (e.g., FLSA, FMLA, Title IX, ADA, EEOC, state education and labor laws) • Leads equity, nondiscrimination, and civil rights compliance efforts • Oversees investigations related to employee complaints, misconduct, and policy violations • Oversees personnel records, reports, job postings, job descriptions, qualifications, and performance reviews • Maintains accurate, secure, and confidential personnel data in compliance with legal requirements • Oversees unemployment insurance, Workers’ Compensation claims, background checks, and required testing HR Operations • Provides guidance and support to employees regarding certification requirements • Supports professional development initiatives and leadership growth across the district • Provides training and guidance to administrators and staff on HR policies, procedures, and legal updates • Collaborates with finance and payroll departments to ensure accurate and compliant practices • Evaluates and improves Human Resources processes, systems, and internal controls Professional Development & Culture • Supports professional growth initiatives and leadership development for all staff • Fosters a respectful, professional, and supportive work environment across the district • Provides training to administrators and staff on HR policies, district policies, legal updates, and best practices • Coordinates district awards and recognition for staff, students, and community members Student Services Oversight • Provides district-level support for escalated student and family concerns • Oversees Section 504 compliance, school nursing and health services, and student-based health clinics • Oversees McKinney-Vento, Foster Care, and Migrant Education services • Serves as Expulsion Hearing Officer and provides training and guidance on suspension and expulsion procedures • Oversees development and administration of student and staff handbooks Additional Responsibilities • Supervises and evaluates the performance of assigned staff, including monitoring attendance and approving leave • Maintains a high level of confidentiality regarding student and staff information to ensure compliance with legal and ethical standards • Performs other duties as assigned to ensure the efficient and effective functioning of the Human Resource Department Physical Requirements/Environmental Conditions: The successful candidate for this position must be able to perform the essential functions of the job with or without reasonable accommodations.
