Legal Group, Export Compliance General Summary: Qualcomm’s Export & Sanctions Compliance Department is seeking a Senior Export Compliance Specialist to take a lead role in Qualcomm’s US export licensing program, preparing and submitting license applications in support of global operations. We are looking for an experienced professional that is meticulous, detailed orientated, and highly organized. Knowledge of the US Export Administration Regulations (EAR) and Bureau of Industry and Security (BIS) procedures required.
Responsibilities Include:
Draft and submit deemed export license applications under the EAR.
Draft and submit technology export license applications under the EAR.
Perform export license determination by ECCN and destination country.
Determine applicable license exceptions under the EAR by ECCN and destination country.
Ensure exports comply with license terms, including riders and conditions.
Manage the full lifecycle of export license, including tracking and management.
Perform audits of export licenses to ensure compliance.
Report on program status details for management.
Conduct internal reviews of processes, corrective actions, and training as required.
Develop and maintain processes, guidelines, and training to support export licensing.
Collaborate with cross-functional teams across global operations.
Minimum Qualifications:
Bachelor's degree and 3+ years of Export or Sanctions Compliance, International Affairs, or related work experience.
OR Associate's degree in Business Administration/Management, International Business, Law, Electronic/Telecom Engineering, or related field and 5+ years of Export or Sanctions Compliance, International Affairs, or related work experience.
OR High School Diploma or equivalent and 7+ years of Export or Sanctions Compliance, International Affairs, or related work experience.
*Completed advanced degrees in a relevant field may be substituted for up to two years (Master’s = one year, Doctorate = two years) of work experience.
Preferred Qualifications:
Minimum 5 years of experience in export compliance, including at least 2 years focused on export licensing programs.
Proven experience in managing export license programs, including:
Drafting and submitting export license applications.
Reviewing/approving proposed license riders and conditions.
Ensuring compliance with export license terms both individuals and business units.
Monitoring and maintaining existing licenses, including expirations, extensions, reporting and replacements.
Strong knowledge of EAR and BIS licensing procedures.
Bachelor’s degree in international business, engineering, management, finance, or a related field, or equivalent work experience.
Will consider candidates with equivalent experience in other areas of export & sanctions compliance (i.e. ECCN classification).
Knowledge and experiences on Microsoft Team, SharePoint, Salesforce, Database design and management.
Desire to advance within the Export & Sanctions Compliance Department and take on additional responsibilities.
Familiarity with the EAR, including sections 740, 742, 750 and others related to export licensing and exporting under a license.
Additional knowledge of including anti-boycott regulations, sanctions administered by the Office of Foreign Assets Control (OFAC), and the International Traffic In Arms Regulations (ITAR).
Strong verbal and written communication skills.
Strong computer skills including ability to research partners and prepare reports in Excel, SharePoint, Salesforce, and Trade Export systems, and quickly learn new software tools.
Ability to work at both detailed and strategic levels, work calmly under pressure and with frequent interruptions, and display sound judgment.
