Role Summary
The
Spectrum Performance Analyst
supports large-scale, multi-agency federal documentation and publication efforts by managing documentation performance, integration, and delivery execution. This role owns the
quality, consistency, version control, review-cycle execution, routing, and on-time delivery
of multiple interrelated federal deliverables. This is
not a technical or policy role . Technical decisions and subject-matter content remain with designated leads and subject matter experts (SMEs). The Spectrum Performance Analyst focuses on
execution performance ; editing, integration, coordination, tracking, and final production of submission-ready documents. Key Responsibilities
Documentation Performance, Planning & Integration Serve as document owner for multiple concurrent federal reports, working papers, and publications Develop and maintain an integrated publication schedule aligned to working group (WG/TIG) meeting cadence and review cycles Coordinate with WG/TIG leads on content readiness, prioritization, and sequencing of deliverables Perform hands-on editing for clarity, structure, formatting, grammar, and consistency Integrate inputs from multiple federal agencies and stakeholder organizations Version Control, Tracking & Audit Readiness Maintain a master inventory of all working papers, reports, and publication artifacts Assign and enforce version numbering, naming conventions, and document labeling standards Track draft, review, clearance, and finalization stages for each deliverable Maintain redlines, comparison histories, and comment matrices to ensure traceability Review Cycle & Comment Management
Manage formal interagency review cycles and comment periods Distribute drafts with clear review instructions and deadlines Consolidate feedback from multiple agencies and stakeholders Reconcile, adjudicate, and incorporate comments across drafts Identify conflicts, gaps, or risks and coordinate resolution with designated leads Validate that all comments are addressed and properly documented
Quality Assurance & Consistency
Ensure formatting, completeness, and compliance with applicable style guides Coordinate with SMEs to validate technical accuracy prior to finalization (without owning technical decisions) Ensure consistency across summaries, appendices, annexes, and consolidated reports Confirm documentation meets federal clarity, traceability, and audit-readiness expectations
Routing, Submission & Secure File Handling
Manage secure routing and transfer of draft and final documents (e.g., via tools like Kiteworks or equivalent systems) Ensure correct placement of files within designated WG/TIG repositories Confirm receipt of submissions and maintain logs for tracking and audit purposes
Schedule, Status & Performance Reporting
Track milestones and deadlines across multiple concurrent documentation efforts Maintain dashboards or trackers reflecting publication status and review progress Provide regular status updates to working group leadership and program management Send reminders for upcoming deadlines, missing submissions, or delayed reviews Escalate risks to schedule, completeness, or quality as needed
Archiving, Knowledge Management & Continuous Improvement
Archive final, approved versions in centralized repositories Maintain an indexed record of all deliverables for retrieval and institutional knowledge Ensure compliance with retention, records management, and security requirements Capture lessons learned from review cycles and publication efforts Recommend and implement process improvements, updated templates, and guidance
Skills And Competencies Documentation & Editorial Excellence
Advanced proficiency in Microsoft Word and document comparison tools Exceptional attention to detail and document consistency
Program Coordination
Strong organizational and deadline-management skills Ability to drive accountability without formal authority
Communication & Stakeholder Management
Confident communicator with experience supporting senior government stakeholders Skilled in managing complex review cycles and competing priorities
Required Qualifications
Bachelor’s degree in communications, English, Public Policy, Technical Writing, or related field (Master’s degree preferred) Eight plus (8+) years of experience supporting complex, multi-author federal documentation or publication efforts Experience coordinating inputs across multiple agencies or large stakeholder groups Advanced proficiency with Microsoft Word, document comparison tools, and comment tracking Exceptional written communication, editing, organizational, and tracking skills Ability to obtain and maintain a government Public Trust security clearance Preferred Qualifications
Experience supporting federal interagency programs, working groups, or TIG/WG-style bodies Familiarity with structured federal review, clearance, and publication processes Experience managing high-visibility deliverables under compressed timelines Ideal Candidate Profile
