Job Description:

Cydecor is seeking a senior-level Strategic Capability Assessment & Strategy Development (SCA&SD) Writer to support G-5 Strategic Planning initiatives at the Service Component Headquarters and DoD level. This role is responsible for developing authoritative, executive-level strategic products that inform capability assessments, force development, basing decisions, and long-range planning.

Responsibilities

Provide strategic planning and capability assessment support to MCICOM G-5, aligning installation capabilities with Marine Corps operational priorities.

Develop and refine long-range organizational strategies, including mission, vision, goals, and measurable objectives.

Assess current and future capabilities, identify gaps and risks, and recommend improvements to programs, processes, and systems.

Produce and staff strategic and operational planning products, including IPLANs, campaign plans, OPLANs/CONPLANs, and planning guidance.

Conduct operational and capability assessments to support dashboards, briefings, and senior-leader decision making.

Support risk analysis and mitigation, including readiness assessments and organizational risk estimates.

Contribute to Force Design, PPBE, and POM planning, including investment analysis and Future Years Defense Program (FYDP) support.

Ensure installation equities are incorporated into Marine Corps policy, doctrine, directives, and contingency plans.

Collaborate with HQMC, MCICOM regions, Deputy Commandant staffs, MARFORs, TECOM, PP&O, and joint stakeholders.

Research and analyze strategic guidance, policy, doctrine, and data to inform long-term planning and modernization efforts.

Support conference and working group planning, including facilitation, documentation, and after-action reporting.

Manage Requests for Information (RFIs) and support senior-leader or Congressional inquiries as required.

Maintain planning records, tools, and collaboration sites (SharePoint, Teams, NIPRNET/SIPRNET) in accordance with policy.

Qualifications

10 years of military experience

Bachelor's Degree (required)

10 years of experience as an analyst or program manager at the Service Component Headquarters or DoD level

Proficiency with Microsoft Office (Teams, SharePoint, Word, PowerPoint, Excel)

Experience using Adobe Acrobat for document development and management

Experience with information and knowledge management

Demonstrated experience preparing information papers and memorandums for the record

Experience with risk management, including analyzing and writing risk narratives

Experience with community planning and/or facilities asset management

Exceptional written and verbal communication skills suitable for executive-level audiences

Active security clearance

Bonus Points If You Have

Senior-level Staff Officer assignment (General Staff / 2-4 Star level)

Master's Degree

Completion of School of Advanced Warfighting (SAW), School of Advanced Military Studies (SAMS), or Joint Force equivalent

Completion of Service Level Intermediate Education

Experience supporting military basing programs

PMP certification

Security Clearance

Active Top Secret/SCI
