Housing Rehab SpecialistSummary: The Code Enforcement Inspector Lead is responsible for the inspection of existing homes, preparing work specifications and cost estimates, bidding, providing contractor oversight and related activities. This position provides excellent customer service to both internal and external stakeholders.Major Duties and Responsibilities:* Develop work specifications and prepare detailed estimates.* Prepare bid packages, coordinate bid walks, and evaluate submissions.* Oversee contractors and contracts, ensuring projects are completed on time and on budget.* Conduct Inspections of single family and multifamily homes to ensure compliance with HUD and City of Charlotte Minimum Housing Standards* Prepare and analyze inspection reports.* Collaborate with various departments, agencies, and stakeholders involved in housing and urban development projects.Knowledge, Skills & Abilities:* Must obtain REAC/NSPIRE certification within one year of hire date.* Must be able to obtain a North Carolina Building Level 1 standard certificate within three years of hire date.* Strong analytical, critical thinking and problem-solving skills* Ability to work on multiple projects effectively and simultaneously.* Excellent verbal and written communication skills.* Proficient in Microsoft Word, Excel and Outlook.* Ability to manage multiple projects effectively and meet deadlines.* Exceptional customer service and relationship building skills.* Effective in monitoring and overseeing contractor performance in the field.* Ability to work well independently with minimal supervision or collaboratively within a team environment.Preferred Qualifications:* Knowledge of Housing and Urban Development (HUD) programs related to community development.* A strong understanding of federal, state, and local regulations and policies related to housing development is required, including HUD programs, housing codes, building codes, permitting processes, and building/residential development practices, methods, materials, and standards.* Experience with lead-based paint remediation and abatement projects.* Bilingual (Spanish/English) preferred but not required employees who pass a Spanish fluency test are eligible for an additional 5% incentive.Minimum Qualifications:* High School Diploma or equivalent* At least three years of relevant work experience.**CONDITIONS OF EMPLOYMENT**The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
