You share our department mission to ensure that the Request for Application (RFA) process is ethical, impartial, transparent, and professional. As the assigned lead of an RFA project, you will develop, maintain, and monitor the RFA throughout its lifecycle. This role requires you to be detail-oriented, able to communicate effectively, work independently, and work closely with cross-functional teams. You must have a secure, dedicated workspace with Internet service by the first day of employment, ability to maintain a reliable consistent work schedule, be available for meetings and group collaboration via Microsoft Teams and other applications during regular business hours. What You Will Do
The Contract Specialist IV performs advanced (senior-level) contract management work. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. You Will Be Trusted To
Gather information, analyze, and edit technical documents relating to RFA documents. Develop project management schedules related to RFAs. Facilitates evaluation team and other RFA related meetings. Analyze daily reports to identify possible project slippage and issues. Revises standard operating procedures and workflow processes as needed. Participates in targeted project groups. Effectively and professionally communicate with other TWC staff and the public to provide, exchange or verify information and answer queries. Address RFA issues, research, and resolve problems and complaints. Perform other job-related duties as assigned. You Qualify With
Four years of full-time experience in contract development, management, evaluation, monitoring, or training of contract providers or customers; or in the delivery of workforce development services which included contract development, management, evaluation, monitoring, or training of contract providers or customers. Relevant academic credits may be applied toward experience qualifications for this position. You Are a Great Fit With
Certification as a Certified Texas Contract Developer (CTCD). Experience developing competitive solicitations e.g., RFAs, Requests for Proposals (RFPs), or Requests for Offers (RFOs) for the State of Texas. Experience in technical writing, advanced procurement methods, and grant development. Experience in facilitation and customer service. Ability to analyze complex information and address identified issues. Knowledge of project management. Strong organization skills with attention to detail. Strong Microsoft Word and Excel skills. Knowledge of Microsoft Project, SharePoint, Outlook, and Teams. You Gain
