Overview The Lincoln County Assessor's Office is looking for a Property Appraiser Trainee or a Property Appraiser 1 position. The person in this role will perform appraisals of urban and rural residential properties for property tax purposes. This position is also responsible for providing public service relating to property assessment information and representing the Assessor’s Office in Property Value Appeals Board hearings.

Position Details Property Appraiser Trainee: $23.44 per hour

Property Appraiser 1: $25.32 per hour

Essential Functions / Major Responsibilities

Conduct physical reappraisal of residential properties: perform site visits to maintain accurate inventory of property data within defined study areas for mass appraisal purposes.

Process M50 Exception forms for damaged or omitted property.

Record and enter reappraisal data in CAMA system.

Conduct Physical Appraisal Of New Construction: research building permits and plans; create and maintain accurate building sketches; perform site visits to verify inventory and size of improvements; process M50 Exception forms for new property; record and enter new property data in CAMA system.

Provide Public Service: answer basic questions and provide information relating to property valuation and the Oregon Property Tax system.

Represent the Assessor’s Office in Property Value Appeals Board hearings.

Typical Qualifications Education

Trainee:

High School / GED

Appraiser 1:

Bachelor’s degree or equivalent with major coursework in Business Administration, Accounting, Real Estate, Engineering, or related field

Trainee:

Appraiser 1:

None

Certifications

Certification as a Registered Appraiser by the Oregon Department of Revenue is required within

(Trainee: 1 year / Appraiser 1: 30 days)

of hire and must be maintained by continuing education. ORS 308.010; Signing a Certificate of Confidentiality is required under ORS 308.413(3)

Driver’s License

Oregon Driver's License required within 30 days of hire.

Desirable Qualifications:

1 – 2 years’ experience in an Oregon County Assessor’s Office.

Knowledge Of

Oregon Property Tax system including Statutes and Administrative Rules.

Word and Excel computer programs

Computer Assisted Mass Appraisal system (Tyler Technologies).

Cadastral mapping.

Standard appraisal practices.

Basic mathematics.

Skill Or Ability To

Apply basic mathematics.

Navigate CAMA system.

Navigate and interpret GIS and Assessor’s plat maps.

Read standard building blueprints.

Conduct residential appraisals.

Lincoln County offers a comprehensive benefit package including vacation, holiday, and sick leave as well as medical, dental, vision which is paid at 90% by the County and 10% by the employee. Regular and Trial Service employees working between 20 - 39 hours per week on a regular basis are eligible for pro-rated employee benefits.
