Background

This requirement is for a Protestant Chapel Musician to support Marine Corps Base Camp Lejeune Command Chaplains Office who have the mission to develop personnel and families of operating forces and the Camp Lejeune community for spiritual and personal readiness, through ministries, pastoral care, and the provision for and facilitation of the free exercise of religion.

Description of Service

The musician shall perform as vocalist, guitarist and/or pianist/keyboard musician in support of the Marine Corps Base Camp Lejeune Protestant Chapel services and other religious events as determined by the Marine Corps Base Chaplain's Office and is required to support the missions and responsibilities of the Command Religious Program. The services shall include, but are not limited to: The musician shall coordinate the musical arrangements with the Chapel Pastor or Officiating Chaplain prior to conducting any rehearsals or services. The goal of the musician shall be to lead the congregation in worship through music in coordination with the Chapel pastor or Officiating Chaplain. The musician shall perform up to one service per week not to exceed 52 regular Sunday services per year for active duty personnel and all others authorized as defined in OPNAVNST 1730. ID (Religious Ministries in the Navy). Rehearsal times for a praise team or choir shall be conducted during mid-week for adequate practice and preparation. The Chaplain shall inform the musician of the service dates and start times. Worship services should last for approximately 1 hour. The musician will also provide support for up to 20 special services which may be scheduled during the church calendar year or during civic holidays and will be coordinated by the Chapel Pastor. The special services include observance of Holy Days, funerals, memorials, and special religious observances. Services for weddings are not authorized. The musician, in support of regularly scheduled services and special events, shall arrive at the appointed place of performance 15 minutes before the scheduled event. The musician shall apprise the Contracting Officer (KO), Contracting Specialist (CS) and Chaplain of any malfunctions of the instruments and any required services needed to maintain the instruments’ musical integrity. Funding requests for necessary repairs, supplies, and musical literature are submitted by the Chaplain or their designated representative. The musician shall notify the KO, CS, and Officiating Chaplain by telephone or email when unable to perform due to illness, inclement weather, or an emergency. Notification should be given with as much advance notice as possible. Scheduled vacations require 2 weeks advance notice. When the musician is unable to perform for any reason, substitution will be performed in commensurate. The musician shall provide and compensate a pre-approved substitute when unable to perform services required as depicted in the job description.

Absences and Substitutions

Absences: Temporary substitutions – The musician shall, after consultation with the KO, CS, and Command Chaplain (or their designated representative), provide a qualified substitute to render the services specified in this contract whenever it is necessary for the musician to be absent. The musician shall compensate the substitute. All Absences will be reported to the CS/KO for further KO determination.

Permanent Substitutions

Should it become necessary for the musician or the musician’s employee to leave the position covered by this contract, a permanent substitution must be made. Official notice of pending departure must be given at least 14 days in advance of leaving. The musician must find and provide a qualified person to take over the duties required by this contract. The new person to perform the work must meet all the qualifications in the contract and be approved by both the Command Chaplain and the Contracting Officer at least 30 days prior to the end of performance by the original musician or musician’s employee. The new musician or musician’s employee must also be capable of being qualified to work on a government contract.

Preferred Qualifications or Equivalent

Must be able to sight read music and play piano or keyboard. Familiar with liturgical and contemporary worship service formats. Individual shall have at least a minimum of two years of experience playing in a church congregation. Ability to sing and play liturgical and contemporary Christian music. Ability to lead Protestant Christian faith group music services. Audition is required as part of the interview and hiring process.
