We are seeking an energetic professional for our Director of Procurement position. Responsibilities
This position is responsible for performing all duties and functions required for the efficient operation of CMHA’s affordable housing/mixed financing properties in a cost-effective and efficient manner. The position is responsible for supervising Affordable Housing Property Managers and key personnel for assigned properties. Plan and manage the activities of all assigned Affordable Housing Property Managers and key personnel. Manage the operations of the affordable housing portfolio in a cost-effective and efficient manner. Ensure occupancy targets are reached and maintained for each property and overall portfolio. Seek and create new revenue sources and grow the property management services business for Touchstone by marketing, networking, and pursuing new contracts. Ensure that established receivable targets are reached and maintained while ensuring the financial stability of respective properties. Submit all required reports and vouchers accurately and timely. Ensure adequate on-site staffing to meet tenants’ needs and cover holidays on an on-call basis. Collaborate with CMHA departments to produce required outcomes and reporting for the affordable housing portfolio. Provide exceptional customer service to prospective tenants, vendors, co-workers, and stakeholders. Orient new staff to their property, tasks, quality requirements, and tenants’ service levels; ensure ongoing education and training for assigned personnel. Ensure maintenance requests are completed correctly and in the allotted time frame. Monitor properties to ensure compliance with agency policies and SOPs for safety, quality, and tenant satisfaction. Maintain properties in good-standard condition at all times. Resolve tenant complaints and inquiries professionally and timely with constructive outcomes. Enforce company policies, procedures, rules, and regulations fairly and Equitably. Produce accurate financial data and reporting including monthly/quarterly/annual packets and budgets; report to stakeholders and funders as required. Maintain regulatory compliance for properties (e.g., LIHTC) and process annual/interim recertifications timely. Create and review employee accountabilities; lead professional development and training. Approve project improvements and collaborate with Development and Construction on new mixed-finance developments. Coach staff on quality improvement, cost reduction, and process improvements. Perform additional duties as assigned. Qualifications
Strong time management in a busy, changing environment. Excellent oral and written communication skills. Ability to work cooperatively with a diverse group of people. Experience with affordable housing and Low-Income Tax Credits is required. Working knowledge of PC-based management reporting systems (e.g., Microsoft Word and Excel). Experience with Real Estate Development and a Broker’s License is a plus. Education/Experience/Certifications
Bachelor's degree in Management, Business Administration, Urban Studies, Property Management, or related field; or equivalent combination of education and experience. Certifications: Housing Credit Certified Professional, Certified Occupancy Specialist, Specialist in Housing Credit Management. Five years of LIHTC affordable and multi-family property management experience, including supervision. Physical Demands And Work Environment
