THE OPPORTUNITY Under the direction of the Public Works Director, the Utility Foreman serves as the Operator in Responsible Charge (ORC) for the Town’s water and wastewater utilities. This position manages operators and field staff, ensuring safe and compliant operations in accordance with CDPHE, EPA, and OSHA standards. Responsibilities include scheduling fieldwork, supervising staff, performing hands-on tasks, monitoring SCADA / telemetry systems, and assisting with capital projects for the town’s utility systems.
Job Summary
Coordinate and supervise daily operations of water & wastewater systems
Conduct routine maintenance and troubleshoot equipment issues
Schedule staff, assign responsibilities, and manage project timelines
Maintain accurate operational, maintenance, and regulatory records
Operate SCADA and telemetry systems; respond to alarms and adjust treatment processes
Collaborate with engineers, contractors, and Town staff on capital improvement projects
Communicate effectively with management, and external agencies, train, and evaluate operators
Ensure compliance with local, state, and federal regulations
Foster a safe working environment and promote a safety-first culture
Conduct utility inspections to ensure compliance with established standards and specifications
Identify equipment and material needs for assigned projects; operate hand and power tools, mobile equipment, and maintain inventory of parts and equipment
Respond to customer inquiries and complaints with a high level of customer service.
Provide on-call support and emergency response, including weekends and holidays on a rotating basis
Perform related duties and responsibilities as assigned
Qualifications
High school diploma or equivalent; equivalent experience or training may be substituted
Minimum 5 years of previous water and/or wastewater utility experience, including at least 2 years in a lead or supervisory role
Current Colorado Class B Wastewater Treatment Operator Certification
Current Colorado Class B Water Treatment Operator Certification
Current Colorado Class 2 Distribution System Operator Certification
Current Colorado Class 2 Collection System Operator Certification
Valid Colorado driver’s license; Class B CDL preferred at time of hire or must obtain within the first 12 months of employment.
Knowledge, Skills And Abilities
Strong supervisory and personnel management skills.
In-depth knowledge of water and wastewater treatment processes
Strong understanding of distribution and collection system maintenance
Knowledge of CDPHE compliance standards and reporting tools
Proficiency in SCADA systems, telemetry, GIS, and computerized maintenance management systems
Proficiency in Microsoft Office Suite
Ability to interpret lab data and make process adjustments
The ability to create standard operating procedures for utility operations
Strong written and verbal communication skills, including the ability to write routine reports and correspondence
Supervisory Responsibilities Directly supervises assigned staff. Carries out supervisory responsibility in accordance with Town policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
