
Overview
The Video Content Creator produces engaging, audience-focused video content that supports communication, transparency, and public engagement for the Cities of Apple Valley, Farmington, and Rosemount. This role plans, shoots, edits, and publishes primarily short-form video content optimized for social media, while supporting broader digital communication needs. Work includes highlighting City services, programs, and events and creating accessible content that strengthens public understanding of local government. The position also requires staying informed of evolving social media video trends and platform best practices to ensure content remains timely, relevant, and effective.
Responsibilities
Collaborate with City staff to plan and produce short-form, social media–style videos for platforms such as Facebook, YouTube, Instagram, and other digital channels.
Capture b-roll, interviews, event coverage, and storytelling-focused footage at locations throughout the three cities.
Edit video content using professional video editing software.
Set up, operate, and maintain video, audio, lighting, and related production equipment.
Create graphics and visual elements that align with City branding and accessibility standards.
Organize, manage, and archive media assets and project files.
Support the recording and production of public meetings and other government activities, as needed.
Stay informed of emerging social media video trends, formats, and platform features, and incorporate relevant techniques into City video content when appropriate for a government audience.
Perform other related duties as assigned.
Qualifications
Associate degree in content creation, video production, communications, media, journalism, or a related field and two years of professional video content creation experience; or an equivalent combination of four years of relevant education and experience.
Knowledge of current social media video trends, formats, and platform best practices, with the ability to apply trends appropriately for a government audience.
Proficiency in professional video editing software.
Experience operating cameras, audio equipment, and lighting systems.
Strong visual storytelling skills, including composition, pacing, and narrative clarity.
Ability to work independently, manage multiple projects, and meet deadlines.
Proficiency with Macintosh OS, Windows OS, and Microsoft 365.
Valid driver’s license and ability to travel throughout Apple Valley, Farmington, and Rosemount.
Ability to work evenings and weekends, as required.
Preferred Qualifications
Bachelor’s degree in content creation, video production, communications, media, journalism, or a related field.
Experience creating video content for social media platforms and audiences.
Experience producing both horizontal (16:9) and vertical (9:16) video formats.
Experience in local government or public-sector communications.
Experience or working knowledge of Final Cut Pro, Instagram Edits, and CapCut.
Knowledge of video accessibility practices, including captioning and audio descriptions.
Demonstrated ability to adapt content to evolving social media trends while maintaining professional and public-sector communication standards.
