Position Overview
Are you a creative Instructional Designer passionate about fostering a culture of learning? We are looking for an Instructional Designer to design, develop, and deliver engaging training programs that drive performance. In this role, you will support organizational goals by meeting the needs of diverse learners—including employees, professional scouters, volunteers, and leaders. By partnering closely with subject matter experts and key stakeholders, you will analyze learning needs and translate complex information into clear, accessible, and impactful training solutions across multiple delivery formats. In addition, you will play a key role in administering and supporting the Skillsoft Percipio learning platform to deliver blended learning solutions, ranging from eLearning to instructor-led training. Reporting to the Manager, Learning Design, the ideal candidate brings a strong learner-centered mindset, creativity, and technical expertise, along with a deep understanding of adult learning theory and instructional design methodologies. Proficiency with instructional design tools and learning technologies, strong collaboration skills, and a commitment to continuous improvement are essential for success in this role.
Responsibilities
Serves as primary LMS administrator and operational owner for Skillsoft Percipio, managing user access, troubleshooting, and data integrity.
Designs and develops various learning products designing, primarily eLearning, for training frameworks, training scenarios, role playing and delivery. Partners with training design contractors and outside vendors and Scouting volunteers. Responsible for meeting timelines and producing training designs and proposals in the most cost-efficient format and developing within budgets.
Partners with and may oversee the work of contract training designers and vendors to produce the most efficient, cost-effective training delivery formats and products. Conducts train-the-trainer as needed.
Works cross-functionally with SMEs from all areas of the organization to design and develop customized training programs and optimal formats for learning delivery for employees, professional scouters and managers, as well as scouting volunteers and scout leaders.
Responsible for training, learning, and knowledge initiatives and projects as an owner, participant and/or subject matter expert. Reviews and revises current curriculum and training formats and recommends and provides planning for improvements, efficiencies, or redesign based on results of learning objective results.
Acts as subject-matter expert for Skillsoft policies and platform use, advising stakeholders and liaising with the vendor.
Designs and configures scalable learning experiences through LMS journeys, learning plans, and audience segmentation.
Delivers compliance, utilization, and performance reporting through LMS exports and Power BI dashboards (coming soon) aligned to the enterprise data lake.
Manages assignments, tracking, and completion reporting for enterprise compliance and regulatory training programs.
Partners cross-functionally to align learning systems with organizational, audit, and workforce needs.

Competencies
Knowledge of: Graphics design, social media delivery, sales, and technical training delivery. Experienced in graphic tools (such as Photoshop, Illustrator), and video editing software. Knowledge of Skillsoft Percipio and authoring systems (Captivate, Articulate Rise, Articulate Storyline, Connect).
Experienced in: Authoring systems (Captivate, Articulate Rise, Articulate Storyline, Connect).
Skill in: Communicating clearly both verbally and in writing; developing and instructing training procedures; coordinating multiple projects simultaneously; operating a personal computer including standard word processing, database, and spreadsheet software.
Ability to: Continuously learn and collaborate.
Education Bachelor’s degree in instructional design, education, communication or related field from an accredited college or university.
Qualifications
6 years of experience working with learning and content management systems and eLearning design and development to include experience in Authoring systems (Captivate, Articulate Rise, Articulate Storyline, Connect) and experience in Skillsoft Percipio.
Must pass a criminal history background check.
Any work-related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above-specified education and experience requirements.
Preferences Scouting professional or volunteer field experience is beneficial for designing relevant training content to unit, council, and national operations.
