Overview
The Department of Mental Health (DMH) is looking for a Shelter Director for the Lindemann Inn shelters (60 bed co-ed and a 20 bed women’s state operated shelter for DMH eligible homeless individuals). The Shelter Director will ensure the program operates in accordance with DMH policies, procedures, MAP regulations, laws and guidelines, and will promote client access to services and recovery in partnership with individuals, families, providers and other state agencies. The Shelter Director provides administrative and clinical supervision per Human Resources Division guidelines, ensures cost-effective program operations, maintains adequate staffing and scheduling, and assigns personnel to program operations. The role supports efforts to decrease length of stay, promote permanent housing outcomes, and facilitate discharges from continuing care facilities. The director oversees adherence to MAP, staff training and certification, compliance with MAP regulations, DPH reporting, and a system of quality control. Duties and Responsibilities
(these are a general summary and not all inclusive): Provides overall management of the program to ensure a safe environment for staff and clients. Ensures services support rehabilitation and recovery. Develops and maintains positive working relationships with Homeless Outreach Team (HOT), site offices, DMH providers, CBHC/MCI and courts. Ensures the program operates at full capacity by maintaining regular communication with HOT. Reviews and oversees all admissions to ensure referral materials, medications and doctor’s orders are correct, and develops risk management plans with CBHC/MCI as needed. Provides clinical and administrative supervision to professional staff. Performs personnel functions including interviewing and hiring, arranging training, evaluating performance, and recommending personnel actions. Conducts regular staff meetings to facilitate effective program operation. Ensures supervision is provided and documented by staff. Ensures EPRS is performed as outlined in the EPRS supervisors’ manual. Oversees day-to-day operations of the program. Maintains staffing levels to minimize overtime. Approves use of accrued time in line with program needs and bargaining unit agreements. Assigns primary staff contact and ensures the case manager/ACCS/PACT worker is assigned by the site. Ensures rehabilitation plans are developed with input from the site’s community treatment team. Ensures every client works on a plan for housing in the community. Provide statistics on critical incidents and length of stay Responsible for ensuring full adherence to the Medication Administration Program (MAP) in partnership with the Shelter RN, including oversight of staff training, certification, and recertification processes; monitoring ongoing compliance with all MAP policies and regulatory requirements; ensuring accurate and timely reporting to the Department of Public Health (DPH); and maintaining a robust system of quality control through regular audits, documentation review, medication occurrence documentation and corrective action to support safe and effective medication administration. Maintains MAP Certification Preferred Qualifications: Ability to supervise, plan and assign work; manage training and disciplinary actions as needed. Demonstrated expertise in administration and management, including supervision, program planning, budgeting, utilization management, risk management, and quality management. Proven ability to provide effective leadership across complex service environments, including state-operated and contracted mental health programs. Strong knowledge of crisis intervention principles with the ability to make timely, sound decisions and de-escalate high-risk situations to ensure safety. Capacity to recognize clinical risk and pathology, intake appropriate referrals, and support ongoing assessment and management of complex clinical needs. Demonstrated ability to facilitate meetings, build consensus, and collaborate effectively with diverse stakeholders. Strong organizational and analytical skills, with the ability to manage multiple priorities, respond to changing demands, and work independently. Excellent written and verbal communication skills, including the ability to prepare reports, analyze data, and use standard business and data applications effectively. Ability to adjust to changing situations to meet emergency or changing program requirements. Ability to exercise sound judgement. Ability to establish and maintain rapport with persons from diverse backgrounds. Willingness to work varied shifts and/or irregular hours as needed to promote operational needs. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five (5) years of full-time or equivalent part-time professional, internship, administrative, supervisory, or managerial experience in business administration, public administration, clinical administration or clinical management or (B) an equivalent combination of required experience and substitutions below. Substitutions: A certificate in a relevant or related field may be substituted for one (1) year of the required experience. A Bachelor’s degree in a related field may be substituted for two (2) years of the required experience. A Graduate degree in a related field may be substituted for three (3) years of the required experience. Salary placement is determined by a combination of factors, including years of directly related experience, education, and alignment with the internal compensation structure as set by the Hiring Guidelines.
