R023973**Key/Essential Functions & Responsibilities*** Responsible for overall management and oversight of YAI residential operations in California region, including direct oversight of Assistant Directors of Residential Services and indirect supervision of all residential programs in the region.* Coordinates staffing, training, compliance, quality and/or financial needs of California’s residential programs with appropriate internal departments.* Collaborates with housing development organizations regarding maintenance and management of facilities, compliance with fire and life safety code standards and other regulatory components to support safe and well-maintained residential facilities.* Ensures all residential programs provide appropriate, therapeutically documented levels of supervision to support and protect the health and/or safety of the people we support.* Remains available to directly support or lead individual residential programs in the absence of the Administrator and Assistant Director(s).* Ensures that residential program leadership provides quality assurance, maintains CA regulations, oversees clinical programming, serves as an advocate for the people we support and as a strong liaison with families, Regional Centers, DDS, and local school districts.* Regularly collaborates with BCBA Director to ensure comprehensive, quality clinical services in accordance with Title 17 and 22 Regulations across all residential programs.* Facilitates compliance of all residential programs with Title 17 and 22 Regulations, including training and mandated reporting, completion and maintenance of all paperwork and written records related to individual treatment and implementation of best practices.* Monitors finances and budgets of residential services, through collaboration with the Finance department on DS 6023 and DS 6024 forms and participation in development of residential budgets.* Develops and leads community relations and fundraising efforts for the California region.* Evaluates and monitors regional residential program needs, identifying unmet needs, revising services as program needs change or grow and supporting/leading implementation efforts.* Meets regularly with Assistant Directors to support their day-to-day oversight and operations of residential programs, address or resolve issues and/or relevant program, staff, family, and people we support’s related concerns, including those raised by other service providers or community members, and escalates to Regional Director, as appropriate.* Oversees submission and review of Special Incident Reports and ensures timely and appropriate notifications to all required entities; ensures preventative strategies are implemented, in collaboration with the Assistant Director(s) for affected program(s).* Facilitates and actively participates in monitoring by Regional Center, DDS and Licensing.* Makes and informs residential program decisions in accordance with state, local and agency policies and procedures to ensure the appropriate treatment milieu and delivery of services required by the people we support.* Where deficiencies or licensing/DDS citations exist, responsible for developing, submitting and implementing plans of corrective action, in conjunction with appropriate Assistant Director(s) and Program Administrator(s).* Regularly collaborates with Human Resources department regarding recruitment, retention and staff development.* Collaborates with Assistant Director(s) to ensure application of performance standards and progressive discipline, as appropriate and support consistency across the region.* Represents YAI and residential services at DDS and Regional Center Leadership meetings and in related forums.* Performs all other duties, as assigned**Minimum Qualification Requirements** ***including education, experience, licensure/certification, etc. and essential physical capabilities (e.g. lifting, assisting lifting, standing, etc.)**** Master’s degree from an accredited or approved college or university with a major or emphasis in Psychology, Social Work or other health and human services field and 8 (eight) years of experience managing multiple programs and providing staff supervision to multiple layers of staff (including oversight of managers) in the areas of social work, direct care, childcare or of support staff providing direct services to individuals with Intellectual and Developmental Disabilities (I/DD), including or supplemented by at least 3 years of experience in I/DD residential services; or* Bachelor’s Degree in fields described above and at least 10 years of experience, as described above, including at least 3 years of experience in I/DD residential services; and* Program Administrator Certification for Group Home and/or Adult Residential Facility and ability to attend all mandated CA DDS and Regional Center trainings to maintain certification; and* Valid CA driver’s License* Willingness to travel across California region, as required, and to New York on occasion.* Ability to respond to calls and programmatic needs beyond regular work hours/serve as Administrator on-call, as needed.* Extensive knowledge of developmental disabilities, cooccurring behavioral/mental health diagnoses and clinical syndromes.* Extensive knowledge of California’s Lanterman Act, Title 17 and Title 22 Regulations.* Exceptional oral and written communication and presentation/training skills.* Exceptional supervisory and leadership skills and ability to effectively manage, coach and support large teams.* Highly organized, ability to manage time and work autonomously, handle multiple priorities and meet deadlines.* Flexible, cooperative and team player.* Ability to work in a stressful environment and to support teams with behavioral/mental health crises as they occur.**Preferred Qualification Requirements** ***(desired requirements beyond MQRs above)**** Master’s degree in Psychology, Social Work or other health and human services field* 5+ years’ experience in residential I/DD servicesAll qualified applicants will receive consideration for employment without regard to race, color, religion, sex, sexual orientation, gender identity, national origin, age, disability, or status as a Vietnam or disabled veteran.
