Position Summary The Public Health Representative serves as the Vulnerable Populations Coordinator (VPC), acting as a key liaison between regional healthcare coalitions, public health partners, and community organizations to strengthen preparedness, response, and recovery efforts for at-risk and underserved populations.
This role focuses on outreach, partnership development, emergency planning, training, and operational support to reduce health disparities and promote equitable access to care during disasters and public health emergencies. The position supports healthcare system readiness through coordination, technical assistance, resource management, and emergency response activities across the region.
Essential Duties & Responsibilities
Coordinate with healthcare coalitions, healthcare facilities, and community partners to integrate vulnerable population needs into emergency preparedness and response planning
Build and maintain partnerships with long-term care, hospice, home health, dialysis, assisted living, behavioral health, and other service providers
Support vaccination initiatives and infectious disease responses, including planning and operating Points of Distribution (PODs)
Deliver training and technical assistance on Healthcare Resource Tracking Systems (HRTS) and Patient Bed Matching (PBM); serve as regional subject matter expert for PBM
Maintain coalition contact lists, inventories, and preventive maintenance logs for assets
Develop and update resource directories for agencies and vendors supporting vulnerable populations (medical equipment, food, housing, and social services)
Facilitate outreach efforts and host quarterly stakeholder meetings to strengthen coalition participation
Collaborate with government agencies, NGOs, and local coalitions to enhance community engagement and preparedness
Support regional exercises and contribute to After-Action Reports and Improvement Plans
Assist with reporting, data management, and compliance with preparedness program requirements
Provide logistical and operational support during emergencies and disaster activations
Perform additional duties as assigned
Knowledge, Skills & Abilities
Knowledge of public health systems, healthcare operations, and emergency preparedness principles
Understanding of social vulnerability, access and functional needs, and equity considerations in disaster planning
Ability to design and deliver training programs to diverse stakeholders
Strong communication, facilitation, and relationship-building skills
Proficiency with Microsoft Office Suite and preparedness tracking platforms
Strong organizational, data management, and reporting capabilities
Ability to manage multiple priorities in fast-paced or emergency situations
Qualifications
Bachelor’s degree in Public Health, Emergency Management, Healthcare Administration, Social Work, or related field (Master’s preferred)
Minimum 2–3 years of experience in public health, healthcare preparedness, emergency management, or community outreach
ICS 100, 200, 700, and 800 certifications required; IC 300/400 preferred within 24 months of hire
Valid driver’s license and ability to travel regionally and statewide
Job Types: Full-time, Contract
Pay: $30.00 - $32.00 per hour
Expected hours: 37.5 per week
