Office of the Metropolitan Transportation Authority Inspector General:

The Office of the Metropolitan Transportation Authority (MTA) Inspector General (OIG) reviews and investigates the operations of the MTA and its contractors. The MTA, which employs over 70,000 people, includes among other entities, New York City Transit, the Long Island Rail Road, Metro-North Railroad, MTA Bridges & Tunnels, Staten Island Rapid Transit, and MTA Construction & Development.

Position Summary: Under the general direction of the Director of Intake & Intelligence (the “Director”), the Investigative Analyst is responsible for gathering, evaluating, and analyzing complex investigative and financial data in support of OIG audits, investigations, and reviews of activities within the MTA. The Investigative Analyst is responsible for providing enhanced due diligence for complaint allegations received by the OIG and support for pending investigations conducted by the OIG to assist legal and investigative managers in reaching determinations about complaint allegations of fraud, waste, abuse and/or criminal activity. The Investigative Analyst also is responsible for providing support on various investigative and legal‑related matters.

Duties & Responsibilities:

Performs enhanced due diligence on complaint matters received by the OIG by applying investigative data gathering and other techniques to determine the veracity of allegations of fraud, waste, abuse, and/or criminality, including, but not limited to searching MTA agency records and databases; personnel, contract, and procurement data sources; open source public data, including official court and government records; proprietary subscription services; , and all social media platforms.

Collects, analyzes, and organizes large amounts of investigative documents and data for OIG investigators, attorneys, and analysis.

Searches social media platforms and identifies accounts as they pertain to investigations, audits and other OIG inquiries.

Responds to requests for research of MTA agency employees, vendors, suppliers, contractors, and consultants, across multiple subject areas, in support of open investigations, audits, and reviews, including sensitive and confidential matters.

Performs substantive analyses and inquiries to accurately identify connections, links, and relationships between entities and individuals.

Assists in coordinating due diligence reviews for undisclosed Significant Adverse Information (SAI), and other unreported adverse information, as it relates to MTA contractors and defined by MTA All-Agency Responsibility Guidelines and MTA Vendor Code of Ethics.

Processes and analyzes complaint data for risk assessments, trends, and patterns.

Prepares written and oral analytical and statistical briefings, charts, and reports for Senior and Executive Staff.

Gains general understanding of the Intake Unit and Complaint processing functions. Assist Intake Officers as needed.

Continually searches for new or better information sources, techniques, and agency contacts that facilitate the collection of intelligence information.

Other duties as may be assigned by the Director, the EDIG/Investigations, the EDIG/Legal or their designees.

Qualifications/Relevant Experience:

Minimum three years of work experience.

A Bachelor’s degree from an accredited educational institution in a related field, such as criminal justice, psychology, sociology, economics, mathematics or other areas of study within the Arts and Sciences is required, or an equivalent combination of education and experience. Master’s degree is a plus.

Ability to make sound judgments, and exercise critical, analytical, and problem‑solving skills to compile, evaluate and interpret information and data from a variety of information sources.

Strong research skills and the ability to evaluate for accuracy public and proprietary data, including all social media platforms.

Ability to identify the most effective and efficient method to carry out duties outlined herein.

Full proficiency of all Microsoft Office 365 Suite computer applications (Outlook, Word, Excel, OneDrive, SharePoint), including statistical and other analytical techniques.

Proficiency in data analytics software applications, including data mapping, data analysis and other similar analytical techniques a plus.

Strong written and oral communication skills are required.

This position is eligible for hybrid teleworking according to OIG policy.
