
Position Overview
A federal partner is seeking an experienced ServiceNow Developer to support and expand an enterprise-level ServiceNow environment. This role will focus heavily on the design, configuration, and deployment of the ServiceNow Strategic Portfolio Management module, enabling improved portfolio visibility, demand and project oversight, financial planning, and decision-making support.
The ideal candidate brings strong hands‑on development experience, deep functional expertise in SPM, and the ability to operate effectively within structured, compliance‑driven environments.
Key Responsibilities
Design, configure, and build solutions across the ServiceNow platform in alignment with established governance and technical standards.
Support current ServiceNow capabilities, including ITSM and related platform modules.
Develop custom applications, workflows, business rules, UI policies, client scripts, integrations, and automation solutions.
Participate in Agile delivery ceremonies including sprint planning, backlog refinement, reviews, testing, and release activities.
Lead the implementation of Strategic Portfolio Management features including Demand Management, Project Portfolio Management, Resource Management, and related capabilities.
Configure SPM data structures, workflows, and reporting components to support prioritization, financial tracking, and performance management.
Translate portfolio management needs into scalable, maintainable ServiceNow configurations.
Apply out‑of‑the‑box functionality where possible to reduce technical debt, documenting and justifying any customizations.
Support data migration, validation, and onboarding of legacy project or portfolio data into ServiceNow.
Collaborate with analysts, architects, PMs, and federal stakeholders to ensure requirements are accurately captured and delivered.
Follow all established governance, change control, and quality assurance processes.
Provide technical guidance during requirements discussions to help shape feasible solutions.
Produce documentation including design specifications, configuration notes, and knowledge‑transfer materials.
Minimum Qualifications Technical Experience
5+ years of hands‑on ServiceNow development experience.
Direct experience implementing and configuring the Strategic Portfolio Management suite in an enterprise setting.
Strong understanding of ServiceNow architecture, scripting, data models, and platform capabilities.
Experience delivering work within Agile or SAFe environments.
Ability to operate within regulated or compliance‑heavy environments.
Strong communication skills with the ability to work across technical and non‑technical teams.
SPM‑Specific Expertise
End‑to‑end implementation experience for SPM capabilities, including Demand Management and Project Portfolio Management, plus at least one additional area such as Resource Management or Financial Planning.
Proven ability to design portfolio data structures, including demand intake, project hierarchies, cost/benefit plans, funding models, and performance metrics.
Experience configuring governance processes such as scoring models, prioritization workflows, approvals, and stage gates.
Hands‑on experience developing SPM dashboards, reports, and performance analytics for leadership‑level visibility.
Ability to align SPM configurations to organizational investment planning or portfolio review processes.
Demonstrated ability to favor out‑of‑the‑box SPM functionality, with documented rationale for any customization.
Experience migrating legacy data into SPM with thorough validation and reconciliation.
Understanding of how SPM integrates with ITSM, Agile, and other ServiceNow modules.
Experience facilitating or participating in SPM requirements workshops with business or executive stakeholders.
Ability to convert high‑level portfolio concepts into concrete configuration designs.
Education & Certifications
Bachelor's degree or equivalent professional experience.
ServiceNow Certified System Administrator (CSA).
ServiceNow Certified Application Developer (CAD).
ServiceNow Certified Implementation Specialist – Strategic Portfolio Management (CIS‑SPM).
Preferred Qualifications
Experience supporting ServiceNow within federal or highly regulated environments.
Familiarity with governance frameworks including architectural review, change control, and release management.
Strong understanding of ITSM processes (Incident, Problem, Change, Request).
Experience with integrations using IntegrationHub, REST APIs, or middleware tools.
Exposure to CMDB initiatives such as CI modeling, data quality, and integration alignment.
Experience developing analytics and dashboards across a range of ServiceNow modules.
Background providing operational support for production ServiceNow environments.
Strong documentation and communication skills suited for audits, stakeholder reporting, and training.
Experience working within Agile teams including sprint ceremonies.
Clearance Requirement
