
Lead Contract Specialist
You will serve as a LEAD CONTRACT SPECIALIST in the CNO Execution (Code 422), Avail Planning & Execution (Code 4X1), Contracts Department (Code 400) of MID ATLANTIC REGIONAL MAINTENANCE CTR.
This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying knowledge of the Federal Acquisition Regulations (FAR), the Defense Federal Acquisition Regulations (DFARS), Navy Marine Corp Acquisition Regulations, NAVSEA Contracting Handbook, contract law and legal precedents, and other regulations governing fixed price contracts, cost contracts, ship repair contracts, services contracts and supply contracts, including multi-year contracts.
Experience using Standard Procurement Systems (SPS), and Procurement Integrated enterprise Environment (PIEE).
Experience applying contracting and pre-award procurement procedures, methods, price/cost analysis, and source selection evaluation techniques
Experience training junior Contract Specialists on acquisition regulations, policies, procedures and principals.
Experience assisting the branch head in developing contract strategy, considering the availability of funds, extent of competition, urgency, production lead time, delivery requirements, need for government-furnished material/property, and option requirements.
Experience communicating efficiently orally and in writing sufficient to conduct conferences/meetings and to prepare decision letters, negotiation memoranda, and letters of concern.
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
