Description Responsible for conducting in-house appraisals and preparing written analysis of residential properties. Gathers and analyzes sales, legal, and cost data to determine a fair appraisal value for mortgage loan and HELOC purposes. Assists in the development of appraisal policies and procedures which are legally compliant and support the objectives of the Credit Union. Assists Lending personnel as necessary. Manages junior appraiser. Manage year-end tax assessment valuations for loan portfolio. Manage ROV (Reconsiderations of Value responses). Other jobs as assigned.

ESSENTIAL FUNCTIONS AND BASIC DUTIES

Assumes responsibility for effectively conducting residential property appraisals serving as collateral for residential real estate loans.

Completes assigned desktop and field appraisals, ensuring that necessary documentation is obtained to meet USPAP and loan standards. Appraisal assignments may include valuations for new loan originations, repurchase demands, distressed properties, and other internal needs.

Organizes appraisal assignments in order to minimize driving time, maximize production, and meet company service level agreements.

Conducts on-site inspections of designated properties and gathers all relevant facts. Examines residence exterior and interior. Determines the present condition of the heating, air conditioning, plumbing and electrical wiring systems. Makes accurate property measurements. Consults a specialist as necessary.

Collects, inspects, verifies, analyzes, and reconciles comparable data available to indicate the market value of the property.

Communicates all process milestones in a timely fashion with borrowers and lending staff.

Manages the annual review of Tax Assessed valuations in loan pool. Ensure those values continue to support and protect our mortgage and HELC loan pools.

Manage and oversee ROV (Reconsiderations of Value) appeal process. Review and respond to valuation requests submitted by borrowers.

Meets or exceeds personal monthly minimum production requirements.

Assumes responsibility for assisting in the development and implementation of effective appraisal policies and procedures.

Collects, verifies, and analyzes comparable cost data for the maintenance of a cost manual that is reflective of the relevant geographic region.

Conducts surveys regarding current market conditions for department files.

Uses all relevant cost data, market analyses, and survey information to assist in the development of appropriate appraisal policies and procedures.

Participates in regular meetings with management to identify regional trends and advise on market conditions.

Assumes responsibility for ensuring that professional business relations exist with members, vendors, and trade professionals.

Represents the Credit Union in contacts with business and trade professionals.

Ensures that requests, questions, and problems are courteously and professionally resolved.

Ensures that communications are efficient and effective.

Delivers appraisal service in a prompt, accurate, and legal manner.

Maintains the Credit Union's professional reputation.

Evaluates and processes appeal requests for all product and property types.

Assumes responsibility for establishing and maintaining effective communication and coordination with Credit Union personnel and with management.

Keeps the management informed of area activities and of any significant problems. Identifies and escalates critical quality-related concerns and/or property issues to lending operation staff and management.

Completes required reports, records, and other documentation.

Manages the work and assignments of future Jr. Appraisers or employees, and related tasks.

Supervises employee productivity, scheduling, and performance.

Assigns and follows up on task timeliness and quality.

Assumes responsibility for related duties as required or assigned.

Maintains a current knowledge of real estate values and property developments to ensure accurate valuations.

Ensures that work area is clean, secure, and well maintained.

Completes special projects as assigned.

Works a regular and predictable schedule.

Must be sufficiently fluent in English to process work and business transactions.

PERFORMANCE MEASUREMENTS

Appraisals of residential properties are accurate, relative to market and demographic data.

Appraisal functions are efficient, effective, and delivered in accordance with Credit Union policies, procedures, and with applicable laws.

Appraisal policies and procedures are regularly reviewed and revised as needed.

Good communication exists with department and Credit Union personnel. Assistance is provided as needed.

Effectively manages employees that report directly to the In-House Appraisal Manager.

Management is appropriately informed of activities and of any significant problems. Suggestions for improved efficiency or effectiveness are provided.

Required reports and records are accurate and timely.

The Credit Union's professional reputation is maintained.

QUALIFICATIONS

Education/Certification: Bachelor's degree in related field

Additional formal training preferred

Driver's License

Appraiser must be State Certified

Appraiser must be FHA approved

Appraiser to stay current on continuing education as required by State of Utah

REQUIRED KNOWLEDGE

Knowledge of appraisal valuation techniques.

Understanding of related demographic and market information.

EXPERIENCE REQUIRED Eight or more years of related experience.

SKILLS/ABILITIES

Well organized.

Able to meet deadlines.

Good written communication and verbal abilities.

Able to operate PC and related business equipment.

PHYSICAL ACTIVITIES AND REQUIREMENTS OF THIS POSITION

Finger dexterity: Using primarily just the fingers to make small movements such as typing, picking up small objects, or pinching fingers together.

Talking: Especially where one must frequently convey detailed or important instructions or ideas accurately, loudly, or quickly.

Average hearing: Able to hear average or normal conversations and receive ordinary information.

Average visual abilities: Average, ordinary, visual acuity necessary to prepare or inspect documents or products, or operate machinery.

Physical strength: Sedentary work; sitting most of the time. Exerts up to 10 lbs. of force occasionally. (Almost all office jobs.)

WORKING CONDITIONS None: Frequent local travel.

MENTAL ACTIVITIES AND REQUIREMENTS OF THIS POSITION

Reasoning ability: Ability to deal with a variety of variables under only limited standardization.

Able to interpret various instructions.

Mathematics ability: Ability to compute discount, interest, profit, and loss; commission markup and selling price; and ratio, proportion, and percentage.

Able to perform very simple algebra.

Language ability: Ability to read periodicals, journals, manuals, dictionaries, thesauruses, and encyclopedias.

Ability to prepare business letters, proposals, summaries, and reports using prescribed format and conforming to all rules of punctuation, grammar, diction, and style.

Ability to conduct training, communicate at panel discussions, and make professional presentations.
