The Agency's enabling legislation is codified in New Mexico's statutes annotated (NMSA) 1978 Chapter 9 Article 23, sections 9-23-1 through 9-23-13. The Agency's enabling statutes include the creation of five (5) distinct divisions including administrative services division, consumer and elder rights division, aging network services division, long-term care division and adult protective services division.
The Administrative Services Division of the Aging and Long Term Services Department (ALTSD) is the charged with the fiscal management of the agency's budget and financial operations and at the direction of ASD Director, supports the work to guide and inform on the financial performance of the organization with regard to short-term and long-term operational goals, budgets and forecasts, while also executing the budget in compliance with state and federal laws, regulations, policies, and procedures.
Why does the job exist?
*The position will oversee and manage the activities of the ALTSD budget and will be responsible for the day-to-day operation, coordinating the budget activities in accordance with statutory regulations, polices, and procedures.
*Develop, coordinate and complete the annual operating budget and appropriation request and submit to DFA State Budget Division and/or Legislative Finance Committee (LFC) while meeting statutory budget requirements and deadlines.
*Complete budget expenditure and revenue projections with the most up-to-date information. Meet with divisions on the development of the projections and present the completed projection to executive leaders upon request. Utilize the DFA templates to monitor budget with reports run from SHARE.
*Prepare Budget Adjustment Requests (BAR) as needed.
* Reconcile payroll to ensure employees are getting paid out of correct department and/or grant.
*Assist with financial budgetary schedules and documents for the annual financial and compliance audit.
*Supervise ALTSD's grants manager and grant coordinator and budget analyst
*Other duties as assigned under the direction of the ASD Director and/or Agency Leadership.
How does it get done?
This position is responsible for the management and administration of the ALTSD budget, including payroll, revenue and expenditure projections, as well as grants financial management.
This position is also responsible ensuring adherence to statutory regulations, policies and procedures.
This position has supervisory responsibilities to ALTSD's budget analyst, grants manager and grant coordinator; and takes direction on duties assigned by the ASD Director and/or Agency Leadership.

Aging and Long-Term Services Department leaders, directors, oversight agencies.
Ideal Candidate
The ideal candidate must be professional, courteous, civil, respectful and must provide open, honest and thorough communication.
Have a thorough understanding of the State of New Mexico Department of Finance and Administration (DFA) policies and procedures, budgeting principles, and budget standards.
Experience in Microsoft Excel and SHARE system.
Experience with multiple funding sources.
Experience in submitting budget journal entries and budget adjustment requests.
Minimum Qualification
Bachelor's Degree in business administration, economics, accounting, finance, or auditing and six (6) years of experience in accounting, business administration, public administration, finance, or auditing, to include (2) years of managerial or supervisory experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.
Employment Requirements
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within 90 days of employment. Must be able to drive a state vehicle.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and telephone use with extended periods of sitting. Direct client interaction and some travel may be required. Must be able to drive a state vehicle. Ability to lift 25 lbs., bending, standing and sitting.
