Job Summary
The Associate Director of Government Affairs will play a pivotal role in shaping and executing Otsuka's strategies related to federal policy, aimed at enhancing access to therapies for various health conditions including Mental Health, Nephrology, Immunology, and Rare Disease. This role presents a unique opportunity to influence the legislative landscape and advocate for patient needs while protecting Otsuka's business interests. The position reports to the Director of Federal Government Affairs and is based in the Washington, DC area.
The Associate Director will utilize Otsuka's resources such as the Otsuka US Political Action Committee (OUSPAC), trade associations, and consultants to promote the company's policy positions. You'll engage with Congress and the Administration to advance, oppose, or mitigate federal decisions that impact our business and the patients we serve. Your efforts will focus on building and maintaining essential relationships with key congressional members and staff, as well as political appointees, to effectively communicate and advocate for Otsuka's positions.
Key Responsibilities
Monitor and analyze emerging federal legislation and regulations to assess their impact on Otsuka and devise effective strategies to advance our goals in collaboration with the Government Affairs & Public Policy Leadership Team.
Partner with the Director of Federal Government Affairs to create comprehensive federal strategies that yield positive legislative outcomes.
Ensure delivery on Otsuka's federal legislative objectives and corporate initiatives, maintaining focus on core priorities.
Engage with federal policy decision-makers, advocacy leaders, and relevant officials to address access to care issues in alignment with Otsuka's strategic goals.
Enhance Otsuka's presence in advocacy and political communities by actively participating in and seeking leadership roles within relevant coalitions.
Conduct all activities in accordance with federal laws, regulations, and company policies.

Identify public policy issues and develop comprehensive plans that protect and promote the interests of Otsuka.

Qualifications/Required
Minimum of 5 years of relevant legislative experience in healthcare, including interaction with federal branches and/or Congress, or 5 years within the pharmaceutical industry focusing on government affairs.
Bachelor's degree required; an advanced degree in law, health policy, or an MBA is preferred.
Exceptional ability to convey complex information and advocate for positions with diverse audiences.
Demonstrated strong work ethic and ability to thrive in a dynamic, fast-paced environment.
Deep understanding of healthcare, pharmaceutical, and biotechnology industry dynamics.
Proven advocacy and communication skills with a history of achieving results.
Ability to create consensus and value diverse perspectives within a team setting.
Strong organizational, strategic thinking, and people management capabilities.
Independent thinker adept at presenting novel ideas respectfully and persuasively.
