
Under the direction of the Director of Human Resources, the Human Resource (HR)Manager oversight a range of administrative functions related to human resource management, employee development and customer service.
The Human Resources Manager duties are as follows:
Plans, directs and administers various benefit programs. Provides HR policy guidance and interpretation. Maintains in-depth knowledge of legal requirements related to day-to-day management of employees, reducing legal risks and ensuring regulatory compliance. Partners with the legal as needed/required. Consults with department heads and other management staff to provide HR guidance when appropriate. Manages and resolves complex employee relations issues. Conducts effective, thorough and objective investigations. Provides day-to-day performance management guidance to department heads, house managers and house coordinators (e.g., coaching, counseling, and disciplinary actions). Writes and revises job descriptions and classification specifications. Assist with the developmental, reviews and revises of Program's policies and procedures. Provides advice and counsel to department heads, managers and staff on updating and interpreting programs and policies. Performs other related duties as assigned. This position requires the full understanding and active participation in fulfilling the mission of Second Family, Inc. It requires a strong understanding of onboarding processes, credentialing, benefits administration, and overall personnel management. It is important that the individual be comfortable creating and maintaining organized systems and ensuring compliance at all times.
EDUCATION and TRAINING
Bachelor's degree in in human resources or a related field and four years of human resource experience; or any combination of education, training and experience that demonstrates the ability to perform the duties of the position. EXPERIENCE:
At least four years of work experience in Human Resources. Must have demonstrated computer proficiency in Microsoft Office Software applications to include Word, Power Point, and Excel.
PHYSICAL DEMANDS/WORKING CONDITIONS: • Intermittent physical activity including walking, standing, sitting, lifting. • Incumbent may be exposed to virus, disease and infection from patients and specimens in working environment.
KNOWLEDGE and ABILITIES • Must be knowledgeable of fully integrated management information systems; • Possess effective oral and written communication skills; • Maintain all legal requirements in implementing duties according to policies and procedures; • Demonstrate strong organizational skills; • Must possess a working knowledge of COMAR regulations and OSHA guidelines.
