
Civil / Foundation Lead
Location: Midland, TX
Duration: 1 – 2 years
Summary Lead the civil and foundations engineering, planning, and execution activities for the Midland combined cycle gas turbine power plant project. This role will interface with project controls, structural, geotechnical, and construction disciplines to ensure all site civil works, earthworks, and foundation packages are designed, planned, and executed safely, on schedule, and according to project quality standards.
Essential Functions & Responsibilities
Lead and coordinate civil engineering and foundations scope for EPC execution, including earthworks, site grading, drainage, utilities, piling, concrete foundations for turbines, HRSGs, and balance‑of‑plant equipment.
Review and approve technical deliverables (design drawings, contractor submittals, method statements) related to foundations and civil work.
Coordinate with geotechnical engineers to verify site conditions and optimize foundation designs.
Manage interface with structural, mechanical, electrical, and instrumentation disciplines during construction hand‑over of civil scopes.
Support procurement of civil/foundation subcontractors and review technical bids.
Ensure all civil construction work is performed in accordance with engineering standards, safety and environmental requirements, and EPC contract deliverables.
Collaborate with Construction Management and Quality teams to resolve field issues, non‑conformances, or schedule bottlenecks.
Track progress and report on civil package milestones, quantities, risks, and risk mitigations.
Enforce compliance with design codes (ACI, ASCE, local codes) and project quality plans.
Qualifications
Bachelor's degree in Civil or Structural Engineering (PE preferred).
10+ years' experience in civil/site/foundations engineering on large infrastructure or power plant EPC projects.
Proven experience with combined cycle gas turbine plant construction and heavy civil works.
Strong understanding of geotechnical engineering and foundation design/construction.
Competence with EPC workflows, submittal reviews, field coordination, and contractor management.
Experience interfacing with project controls, scheduling, and cost engineers.
Excellent communication and leadership skills; able to influence field execution decisions.
Proficiency in relevant software (AutoCAD, Civil 3D, STAAD/ETABS, scheduling tools like Primavera P6).
