Job Summary The Community Outreach & Enrollment Specialist is a mission-critical, community-facing role responsible for driving enrollment into Skilled US programs through consistent outreach, relationship-building, and pipeline development. This position is highly in-person and requires active engagement in the community, including Phalen Leadership Academies (PLA) schools, Indianapolis neighborhoods through events, direct referrals, partner meetings, and grassroots recruitment. This role exists to ensure Skilled US has a steady and measurable flow of new learners entering our GED, ELL, and workforce training pathways. The Community Outreach & Enrollment Specialist will be held accountable for generating qualified leads, converting interest into scheduled intakes, and supporting enrollment completion through hands‑on follow-up and barrier navigation. The ideal candidate is outgoing, persistent, highly organized, and deeply aligned to mission. You are comfortable approaching people, building trust quickly, speaking publicly, and representing Skilled US with professionalism and energy. You understand that outreach is not just marketing, it’s relationship work, consistency, and follow-through that leads to real enrollment.
Key Responsibilities Lead Generation and Enrollment Pipeline Development
Identify, engage, and recruit prospective learners through in-person outreach and community presence
Drive consistent enrollment pipelines from PLA schools, Indianapolis community partners referrals
Generate qualified leads weekly and ensure accurate documentation of contact info, interest areas, and next steps
Convert leads into scheduled intake appointments.
Collaborate with admissions and program staff to ensure smooth handoff from outreach to intake to enrollment
Track lead source data to determine which outreach strategies produce the strongest enrollment outcomes
Community Outreach, Events, and Visibility
Represent Skilled US at community events, enrollment fairs, school-based events, workforce partner meetings, and neighborhood outreach initiatives
Build strong relationships with community leaders, school staff, nonprofit partners, and referral organizations
Conduct outreach presentations and information sessions about Skilled US programs and enrollment pathways
Support pop-up enrollment opportunities and “same day intake” events when needed
Create and maintain a consistent presence in Indianapolis to grow trust and awareness over time
Identify new outreach opportunities and recommend strategies to expand Skilled US visibility and recruitment reach
Phalen School Enrollment and Student Pipeline Support
Serve as a primary enrollment driver and connector for PLA schools and related student/family networks
Build relationships with school counselors, administrators, family liaisons, and student support teams
Support cross-marketing and referral pathways from PLA schools into Skilled US programming
Engage parents and families connected to PLA schools as potential adult education participants, especially for ELL and GED
Support students transitioning into workforce training pathways through referral follow-up and enrollment assistance
Data Tracking, Reporting, and Accountability
Track all leads, outreach activity, and enrollment progress in Salesforce and other required systems
Maintain accurate documentation of lead sources, contact attempts, appointment outcomes, and enrollment results
Submit weekly outreach performance reports, including: leads generated, intakes scheduled, enrollments completed, and conversion rates
Use data to improve outreach strategy and increase conversion over time
Partner with leadership to monitor enrollment goals and identify barriers slowing recruitment progress
Collaboration and Internal Alignment
Work closely with admissions, success coaching, instructors, and program leadership to align outreach messaging and enrollment capacity
Support internal team efforts during major recruitment pushes, new program launches, or community campaigns
Participate in staff meetings and cross-team planning to ensure outreach reflects current program priorities and enrollment needs
Other duties as assigned by leadership
Minimum Qualifications
High School Diploma required; Associate’s or Bachelor’s degree preferred in Marketing, Communications, Workforce Development, Human Services, or related field
2+ years of experience in outreach, enrollment, recruitment, community engagement, sales, admissions, or workforce development
Strong communication skills and comfort speaking with diverse populations in public settings
Ability to work independently, manage follow-up, and meet weekly outreach goals without constant supervision
Experience using CRM systems such as Salesforce or similar platforms preferred
Reliable transportation required and ability to travel locally between Indianapolis and Gary, IN
Evening and occasional weekend availability required for outreach events and enrollment activities
Bilingual skills are a plus
