
About the Position
This is a Contract Specialist, GS-1102-12 position for the U.S. Army Corps of Engineers Little Rock Contracting Division National Contracting Organization Execution Branch located in Little Rock, AR and Fort Bliss, TX.
Duties
Serve as a Contract Specialist with responsibility for pre-award and post-award contracting functions for a variety of the more complex supply, service, and construction requirements for several geographic locations.
Analyzes procurement directives to determine method of contract (sealed bid/negotiated) most suitable contract type (utilities, FFP, CPAF, CPIF, CPFF, FPI, indefinite delivery, letter, and requirements).
Prepare solicitation/amendment documents, incorporating provisions such as cost accounting standards, cost or pricing data, special testing requirement, Government-furnished property, and payment provisions as required.
Manages assigned contracts to ensure timely receipt of all contractual data specified.
Prepares Government position on protest from unsuccessful offerors and recommends appropriate action on, claims arising under the contract.
Requirements
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
Obtain and maintain a valid drivers' license.
Safe work practices are an integral part of this position. Required to know, comply with, and promote prescribed safety rules and regulations.
Required to submit a Confidential Financial Disclosure Report, OGE-450 upon entering the position and annually.
This is a Defense Acquisition Workforce (AWF) position.
Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.
Practitioner Career Level Certification must be met within 5 years.
Advanced Career Level Certification must be met within 4 years.
