Scope of Project The State of South Carolina is seeking an
AI Strategist
who will report directly to the Agency Head and work closely with the Chief Technology Officer (CTO). This role will define and guide the agency s artificial intelligence vision, recommend strategies leveraging AI technologies, and ensure compliance with state and federal regulations while improving operational efficiency and citizen services.
Responsibilities
Co-create and maintain an agency-wide AI strategy aligned with mission outcomes and citizen services
Maintain a prioritized portfolio of AI use cases and frameworks for responsible AI adoption
Define and enforce ethical AI principles including fairness, transparency, and human-in-the-loop standards
Conduct privacy, bias, and impact assessments and report findings to executive leadership
Act as business product owner for AI solutions, ensuring measurable outcomes and adoption
Partner with agency programs to identify opportunities, define requirements, and success metrics
Lead change management efforts and promote AI literacy across the organization
Design and deliver training programs, playbooks, and communications related to AI initiatives
Collaborate with OT on cybersecurity standards, data governance, and platform alignment
Participate in vendor evaluations, procurement, and performance monitoring
Define KPIs and publish impact reports for continuous improvement
Required / Preferred Skills Required Skills
Bachelor s degree and relevant program management experience
Experience working with AI technologies, machine learning, and data governance
Experience in government or public sector environments
Knowledge of project planning principles and execution
Strong stakeholder engagement and communication skills
Preferred Skills
Bachelor s degree in Computer Science, IT, Data Science, or related field
5+ years of progressive experience in AI strategy, data analytics, or IT
2+ years of hands‑on experience with AI technologies and machine learning
5+ years of experience in strategic planning, change management, and stakeholder engagement
5+ years of experience in government or public sector
