Summary The Property Book Officer (PBO) and Materials Purchaser is responsible for the complete lifecycle management of accountable property and the procurement of mission‑essential materials. This role ensures 100% accountability of government and company assets, maintains the formal property book, and executes purchasing strategies to support engineering and operational requirements. The ideal candidate possesses a deep understanding of Army property accounting procedures, federal acquisition regulations, and supply chain logistics.

Key Responsibilities

Property Accountability & Asset Management

Maintain the formal Property Book and hand receipts for all equipment, including GFE/GFP, and COTS.

Conduct periodic inventories, cyclic audits, and sensitive item checks to ensure 100% accountability.

Manage the lateral transfer, turn‑in, and disposal of excess or obsolete property in accordance with government regulations.

Oversee the marking, tagging, and tracking of all accountable property using automated identification technology.

Knowledge of AR 735‑5 and AR 710‑2, with a strong practical understanding of PBUSE and GCSS‑Army.

Materials Procurement & Purchasing

Execute the procurement of materials, spares (SL‑3), and repair parts required for system sustainment and development.

Identify and vet vendors based on quality standards, delivery capacity, and cost‑effectiveness.

Coordinate with engineering teams to identify long‑lead time items and secure critical components to prevent project delays.

Manage purchase requests, credit card reconciliations, and procurement documentation.

Supply Chain & Compliance

Utilize Federal Government & Commercial supply systems to research parts and track requisitions.

Ensure all procurement and property actions comply with ISO requirements and federal laws.

Develop risk management strategies to ensure a continuous supply of materials during emergency scenarios.

Collaborate with accounting and shipping departments to integrate procurement with broader business processes.

Data & Reporting

Track and report on key logistics metrics, including inventory accuracy and procurement cycle times.

Maintain digital records of all warranties, maintenance agreements, and equipment licenses.

Utilize logistics software to manage asset visibility and forecast future material needs.

Qualifications Education

B.S. degree in Logistics, Business Administration, Supply Chain Management, or a relevant field (Equivalent experience may be considered).

Experience

10+ years of experience in property accountability and materials procurement, preferably within a military or defense contracting environment.

Skills

Expert knowledge of Army property accounting (AR 710‑2, AR 735‑5) and supply procedures.

Familiarity with Global Combat Support System‑Army (GCSS‑A) or similar Enterprise Resource Planning (ERP) systems.

Strong organizational, decision‑making, and audit‑readiness skills.

Excellent communication skills for negotiating with vendors and briefing program leadership.

Familiarity with DoDM 4160.21‑2 Defense Material Disposition: Property Disposal and Reclamation 31 AUG 22.

Familiarity with MIL‑STD‑130 N1 Identification Marking of U.S. Military Property 26 AUG 19.

Physical Requirements

Ability to travel as required.

Standard office environment with occasional requirements to visit client sites, labs, or field environments.
