Executive Director
Reports to: Board of Directors Community Health Centres of Northumberland, through the Chair of the Board.
Job Summary
The Executive Director administers all aspects of the Community Health Centres of Northumberland, including: the appropriate allocation, management, and use of financial and human resources; protection of CHCN assets and collaborating with the Board Philanthropy Committee on developing fundraising policy and framework to facilitate fundraising activities; fostering a positive, safe and respectful environment for CHCN staff, volunteers, students, and clients; regular communication to the Board and staff; implementation and executing the current Strategic Plan objectives, including all KPI’s, and organizational compliance with all funders’ required accountability standards, applicable federal, provincial and municipal legislation, regulations and standards.
The Executive Director ensures that staff and Centre’s activities are coordinated and aligned with the Centre’s mission, strategy, purpose, values, priorities, and all health services are delivered to the community by interpreting and implementing board policies and procedures.
The Executive Director will demonstrate strong interpersonal and leadership skills, and a commitment to the principles of health equity in an inter-disciplinary model that prides itself on community-based service delivery, and participatory, collaborative, team decision-making.
Service Responsibilities
Fiscal Accountability
- Developing annual, multi-million dollar budget in conjunction with appropriate staff and ensuring that revisions are made as required;
- Ensuring an adequate system of expenditure control, financial record keeping, financial and management audit, and reporting to funders;
- Strategizing and negotiating with various levels of government and other sources of funding to obtain sufficient funds for current and new programs;
- Ensuring accurate, timely financial reports are presented regularly to the Board of Directors as scheduled;
- Identification of current funding restrictions and mandates;
- Collaborating with the Board Philanthropy Committee in developing fundraising policies framework and implementation plan;
- Research and actively apply for grants and donations to the CHCN for use in delivering sustained community services;
- Identification of financial innovation opportunities.
Team & Talent Management
- Effective People Management to build a strong team that reflects desired CHCN values, culture and teamwork.
- Ensuring adequate levels of staff through sound recruitment, supervision and staff development procedures to meet the organizational needs.
- Managing change in a constructive, positive fashion.
- Incorporates and builds collaborative and interdisciplinary teamwork.
- Ensure all HR related initiatives are implemented effectively (i.e.. Performance Planning, Management and Performance Improvement, succession planning, recruitment). When necessary, engage in performance improvement discussions with team members and apply corrective measures as required for the position requirements, the CHCN’s employment guidelines and in keeping with all provincial and federal legislation governing the responsibilities of both employer and employees in the workplace. i.e.. Workplace health and safety, human rights and labour relations.
- Provide leadership, coaching and support to develop, and hold accountable, high performing teams.
- Coordinating and integrating the efforts of the Board, senior management, staff, and volunteers.
Care for Clients and Customers
- Articulating and promoting CHCN services and programs to the community in collaboration with the Board Philanthropy and Communications Committee.
- Ensuring all partners support an equity approach to service delivery to meet the needs of all members of our community.
- Delivering top quality inter-disciplinary primary health care through first rate clinical care, health promotion/client education programs and outreach and community partnerships
- Increase client and family involvement in the design of new programs and services through the Community, Client, and Family Advisory Roundtable (CCFAR) as well as through other participatory avenues that seek community feedback.
- Increase evidence-based strategies to support client involvement in their own health & well-being.
- Develop outcome KPI metrics, measure quarterly and report on progress quarterly.
Operational Excellence (Policy & Procedures)
- Ensuring that the general principles and objectives of the Centre are demonstrated in the day-to-day operation of the programs and management
- Ensuring an optimal level and quality of service delivery by implementing and operationalizing the CHCN Strategic Plan for the focus priorities; this includes quarterly reporting to the Board on qualitative progress, and KPIs for the entire CHCN organization, maintaining the reporting dashboard and recommending changes as circumstances change over the life of the Strategic Plan.

- Ensures the development and implementation of the continuous quality improvement plan by identifying, implementing, and evaluating policies and practices.
Community Engagement/Communication/ New Business
- Ensuring the development of new programs, and evaluation of existing programs, to align with community needs. Liaise with community representatives and service agencies, participating in committees, task forces and Board of Directors of community and network organizations.
- Collaborate with the Board Philanthropy and Communications Committee to ensure the development and implementation of the communications/public relations strategy (including client advocacy).
