Position Summary

We are seeking an experienced Regional Property Manager to oversee a diverse and mission-driven portfolio that includes USDA Rural Development (RD), LIHTC, and HUD, housing programs . This role provides strategic and operational oversight for multiple properties, including active lease-up and rehabilitation projects , while ensuring compliance, financial performance, and high-quality resident experiences.

The ideal candidate is a hands-on leader with deep affordable housing expertise, strong financial acumen, and the ability to guide on-site teams through periods of growth, transition, and change.

Key Responsibilities

  • Provide regional oversight for a multi-property portfolio across RD, LIHTC, HUD, and Missing Middle programs
  • Ensure properties operate in compliance with all federal, state, and investor requirements
  • Drive operational consistency, performance standards, and best practices across the region
  • Conduct regular site visits, audits, and performance reviews

Compliance & Regulatory Management

  • Oversee all compliance functions including:
    • RD certifications and reporting
    • LIHTC eligibility, recertifications, and investor reporting
    • HUD programs (Section 8, HCV, or other applicable programs)
  • Ensure successful agency, lender, and investor audits with minimal findings
  • Serve as a subject-matter expert and resource to site staff on program regulations
  • Review and approve property budgets, forecasts, and variance reports
  • Monitor rent collections, vacancy, delinquency, and operating expenses
  • Partner with accounting to ensure accurate financial reporting and controls
  • Identify opportunities to improve NOI while maintaining compliance and resident satisfaction

Lease-Up Oversight

  • Lead and support an active lease-up, including:
    • Marketing and outreach strategy
    • Compliance-driven applicant screening and waitlist management
    • Coordination with ownership, developers, and compliance teams
  • Ensure lease-up milestones are met on schedule and in accordance with program requirements

Rehabilitation & Capital Projects

  • Provide operational oversight during a property rehabilitation
  • Coordinate with construction, asset management, and ownership teams
  • Ensure resident communication plans are executed effectively
  • Monitor operational impacts during rehab and support smooth transitions post-completion
  • Recruit, train, mentor, and evaluate on-site Property Managers and key staff
  • Foster a culture of accountability, professionalism, and teamwork
  • Support staff development and succession planning across the region
  • Address performance issues promptly and effectively

Stakeholder Communication

  • Serve as a primary point of contact for owners, investors, lenders, and regulatory agencies
  • Prepare and present operational updates and performance reports
  • Collaborate cross-functionally with asset management, compliance, maintenance, and construction teams

Qualifications

  • Minimum 5–7 years of progressive property management experience, including regional or multi-site oversight
  • Demonstrated experience with RD, LIHTC, and HUD programs (all required)
  • Experience overseeing lease-ups and/or rehab projects strongly preferred
  • Strong understanding of affordable housing compliance, operations, and financial performance
  • Proven leadership experience managing and developing on-site teams
  • Excellent organizational, analytical, and communication skills
  • Ability to travel regularly within the assigned region

Preferred Certifications

  • COS, CPO, HCCP, SHCM, or similar affordable housing certifications
  • CPM or ARM a plus
