Senior Director of Affordable Housing**Job Overview****Location/Schedule**: This position is based at the Lloyd Corporate Plaza, located in NE Portland, OR. The schedule for this position is Monday through Friday, 8:30 a.m. to 5:00 p.m. - some nights and weekends possible.**Position**: Senior Director of Affordable Housing**Program**: Housing**Cascadia’s Mission and Vision**:**Mission**: Cascadia Health delivers whole health care – integrated mental health and addiction services, primary care, and housing – to promote hope and support the well-being of the communities we serve.**Vision**: We envision a community where everyone benefits from whole health care, experiences well-being, and has a self-directed, connected life.**Position Description:** The Senior Director of Housing & Commercial Properties provides strategic leadership and oversight for Cascadia’s housing department, including administrative and programmatic functions. This role is responsible for establishing objectives, policies, procedures, internal controls, and risk management systems. The position ensures operational excellence, financial sustainability, regulatory compliance, and community impact through effective team development, stakeholder engagement, and asset management.The incumbent must understand, appreciate, and respect the differences within our Cascadia community.

As such, it is expected that this position promotes integrated care, our vision of trauma-informed and person-first approaches and helps create a work environment of acceptance.**Essential Responsibilities***This position description is not intended to be an all-inclusive list of responsibilities, skills, or working conditions associated with the position. Management reserves the right to modify, add, or remove duties as necessary.***General:*** Provide expertise in management, operations, and compliance for housing and commercial properties.* Oversee financial performance, physical maintenance, and strategic goals for all properties.* Develop management plans, monitor monthly financial performance, and establish capital improvement budgets.* Lead pursuit of grants and funding opportunities for new projects and capital improvements.* Collaborate with architects, engineers, and contractors on new developments and renovations.* Communicate effectively with internal and external stakeholders to ensure quality and efficiency.* Drive innovation, creativity, and thought leadership within the housing department.* Collaborate with leadership to review and revise operational workflows and set annual goals aligned with Cascadia’s mission.* Model and maintain a work culture that reflects Cascadia’s values.* Oversee departmental and property-level budgets, capital investments, and reserve strategies.* Develop and report on goals and key performance indicators.* Create financial models for development, refinance, investment, and divestment opportunities.* Evaluate development and rehabilitation opportunities.* Manage risk, including insurance adequacy, renewals, and claims coordination.* Oversee integrity and reporting within the integrated property management platform.**Supervisory Oversight:*** Create and communicate a vision for the long-term health and stability of Cascadia’s housing portfolio.* Recruit, hire, train, and develop staff to support strategic growth and mission alignment.* Establish work plans, priorities, and performance assessments for team members.* Provide consistent supervision, support, and professional development opportunities.* Ensure completion of administrative tasks and annual training requirements.* Promote a culture of accountability, collaboration, and continuous improvement.**Compliance:*** Oversee compliance with all applicable federal, state, and local regulations, including LIHTC, HUD, OHCS, PHB, Fair Housing Act, ADA, and Landlord-Tenant Law.* Adhere to mandatory reporting laws and HIPAA requirements.**Strategic Leadership:*** Develop and implement short- and long-term objectives and plans for Cascadia’s affordable housing and commercial facilities portfolio in partnership with the CEO and Housing Board of Directors.* Establish systems, processes, and standards to optimize operations, maximize revenue, manage risk, and enhance resident experience.* Attend and participate in all relevant meetings and consultations.* Monitor and respond to local and national policy and economic trends impacting housing operations.* Represent Cascadia in industry networks and associations.* Build and maintain relationships with lenders, investors, regulators, vendors, and residents to ensure financial sustainability and deepen community impact.* Lead organizational change with resilience and solution-oriented strategies.* Promote Cascadia’s mission, vision, and values internally and externally.* Other duties as assigned.**Qualifications****Education:*** A bachelor’s degree from an accredited college or university in Business Administration, Finance, Real Estate, Accounting, Urban Planning, or related field is required.* A master’s degree, preferably, in Business Administration or related field is preferred.

**Experience:*** A Minimum of ten (10) years’ experience in the field of affordable housing, multifamily residential asset management, lending, or development or closely related field, and ten years’ experience leading and developing diverse, high-performing teams is required.* Experience within nonprofits is preferred.* Experience with individuals who experience housing instability, food instability, and economic instability is preferred.**Specialized Knowledge, Skills, & Abilities:*** Knowledge of federal and state housing and community development regulations.* Federal regulations, including associated procedures and guidelines as they relate to housing and community development programs, such as Community Development Block Grant, LIHTC program, Homeless Assistance, Special Needs Housing Programs and Federal Home Loan Bank programs.* Interpret and analyze the impacts of complex legislation, regulations, ordinances, contracts and financial documents.* Proficient in Microsoft Office Suite or related software; Yardi experience preferred.* Strong analytical skills, financial and business acumen.* Ability to organize efficiently, prioritize tasks, and delegate work to others.* Project management skills with the ability to track projects through to completion in a timely and cost-effective manner.* Ability to coordinate efforts of various teams to present a coherent message.* Proven managerial skills, ability to mentor and develop staff and foster teamwork and collaborative problem solving.* Demonstrated leadership level presentation skills.**Other:*** Must have the ability to travel to multiple locations throughout the Portland Metro area.**Working Conditions****Environmental:** Work is performed in one or more of the following: administrative and clinical offices, acute care settings and community setting including client residences, correctional facilities, shelters, hospitals, public places and other social service sites. Meal periods and breaks are subject to interruption. Universal Precautions and remaining alert to the environment are critical to address the potential for aggressive behavior, exposure to disease, biohazards, noise, and contaminants.**Mental Demands:** The work assigned is diverse and involves addressing new and unusual circumstances. The work regularly involves a degree of unpredictability and disruption of planned tasks requiring a flexible time management approach.
