Country Case Manager Foreign Military Sales

Purpose Of Position Application of various techniques demonstrating that a prototype system (subsystem, program, project, or activity) performs in accordance with the objectives outlined in the original design. Typical duties include but are not limited to analysis of testing of a prototype and first article(s) testing, environmental testing, independent verification and validation, reverse engineering, simulation, and modeling (to test feasibility of a concept), system safety, quality assurance, physical testing of the product or system, training, and outsourcing. Provides technical expertise in conducting capabilities studies, requirements analysis, and technology assessments. Develops procedures for and conducts basic analysis. Understands analysis principles, theories, and techniques. Evaluates complex data and prepares reports.
Duties And Responsibilities (Essential) The contractor shall assist with obtaining information in support of Price and Availability (P&A) data.
The contractor shall assist with reviewing shipped/unbilled reports for major item shipments and verifying shipping information and compute delivery prices; review Letters of Offer and Acceptance (LOA) for articles/services, price, quantity and transportation costs; initiate delivery reports.
The contractor shall assist with the initiation of monthly delivery reporting for service requisitions.
The contractor shall assist with closing case lines determined to be logistically/service complete.
The contractor shall assist with pulling funding authorization documents to issue obligation authority to Life Cycle Management Command (LCMC)s from Program Budget Accounting System (PBAS).
The contractor shall assist with determining the billing prices and input delivery reports into Centralized Integrated System – International Logistics (CISIL).
The contractor shall assist with providing financial support on Letters of Offer and Acceptance (LOA), Program and Financial Management Reviews, pricing and case execution.
The contractor shall assist with reconciling financial data in various systems and ensure all transactions are properly recorded.
The contractor shall assist with reviewing obligations and validate Un-liquidated Obligations (ULOs) quarterly.
The contractor shall assist with certifying and closing case lines determined to be logistically supply/service complete, including case lines for participating and nonparticipating countries in the accelerated case closeout procedures.
The contractor shall assist with validating the total FMS obligations on contracts and record missing obligations in the accounting system; provide status of Unliquidated Obligation (ULO)s to Central Case Manager (CCM) at closure; reconcile and close out contracts.
The contractor shall assist with providing support for various meetings to include but not limited to Program Management Reviews (PMRs), Financial Management Reviews (FMRs), and Case Management Reviews (CMRs). Support shall include but not limited to gathering and analyzing information on programmatic, logistical and financial issues.
The contractor shall assist with providing support for basic LOAs, LOA modifications and amendments from the USASAC CCMs and CPMs; validate FMS contract obligations for the country, case and lines applicable to the financial review; close lines applicable to the financial review that are supply/service complete.
The contractor shall provide updated status/shipment reports on a predetermined schedule.
The contractor shall analyze and prepare Cooperative Logistics Supply Support Arrangement (CLSSA) data, prepare Initial Support Lists (ISL) and Renegotiation lists, monitors active CLSSA programs according to current business rules, and interfaces with the Security Assistance Management Directorate (SAMD) to resolve CLSSA questions related to potential and active programs.
The contractor shall provide input to the USASAC Case Closure System, including analyzing and recommending coding cases for closure, updating of the applicable database and preparing of closure summary reports and metrics. Financial information shall be developed to identify issues associated with the case closure process.
The contractor shall provide analytical support and other support associated with tracking, reporting, and managing Repair and Return (CR&R) repairs, both Commercial and Organic, throughout their life cycle.
The contractor shall assist with providing programmatic, technical, and administrative support to assist USASAC in executing Simplified Nonstandard Acquisition Program (SNAP) in support of Foreign Partner requirements.
The contractor shall assist with providing case management, logistics coordination, and administrative support to USASAC in executing Repair and Return (R&R) requirements.
The contractor shall research and provide recommendations for Government responses to internal/external inquiries regarding FMS defense articles, training and services and associated support.
Pre-Letter of Request (LOR) activities include obtaining information required to assist international partners in selecting those defense articles, training, and services that will build partner capacity while also supporting U.S. acquisition and international security objectives. These pre-LOR activities include meetings, briefings, and when necessary, efforts required to respond to Requests for Proposal (RFP).
The contractor shall track FMS defense articles, training, and services from the time of case implementation to receipt of assets, training and services in country.
The contractor shall assist with the review of basic Letters of Offer and Acceptance (LOA), amendments, and Modifications to ensure packages include all relevant information.
