In the role of Senior Economist Consultant, we’ll count on you to focus on three main responsibilities: technical, marketing, and staff development.
Technical
Lead loss-of-life consequence analyses for dam and levee safety projects, including development of technical approaches, budget estimates, and project schedules
Apply and advance methods for estimating potential life loss, warning effectiveness, evacuation success, and risk to life under a range of flood and failure scenarios
Develop and refine industry-leading methods and procedures related to life-loss estimation, emergency management integration, and risk-informed decision making for internal and external clients
Collaborate with emergency managers, dam and levee owners, and project teams to assess existing warning and evacuation practices and identify opportunities to reduce risk to life
Support integrated risk analyses by coordinating consequence estimation with hydraulic, geotechnical, and risk assessment disciplines
Lead or support project quality review efforts to ensure high-caliber, defensible work products
Support HDR project managers and staff as needed on consequence estimation, risk analysis, and emergency management–related efforts
Marketing (external and internal)
Contribute to internal and external marketing efforts related to dam and levee safety, consequence estimation, and risk-informed decision making
Support pursuits and proposals by developing technical approaches, scopes, and staffing strategies for life-loss and emergency management–focused work
Strengthen client relationships by leading client meetings and independently presenting complex life-loss and risk concepts to technical and non-technical audiences
Help market consequence and risk analysis consulting services internally through presentations, training, and knowledge-sharing efforts
Support the evolution of service offerings related to life-loss reduction, emergency preparedness, and risk communication
Staff Development
Provide support and mentorship to more junior staff through project task assignments and hands‑on technical guidance
Help build staff capability in life-loss estimation, emergency management engagement, and risk analysis best practices
Support the development of internal tools, guidance, and workflows to improve consistency and efficiency across projects.
Preferred Qualifications
Experience in conceptualizing and developing data to support economic life loss estimations
Knowledge of USACE procedures for flood consequences and project benefit evaluation
Knowledge of economic/econometric methods
Experience with analytical packages and/or programming languages (ArcGIS, LifeSIm, HEC‑FIA, HEC‑SSP, Visual Basic, etc) and excellent knowledge of Microsoft Windows, Excel, PowerPoint, and Access
Required Qualifications
Master's degree in Economics
A minimum of 10 years experience including staff management and development, client interaction and proposal writing
Experience in Excel, Limdep, SAS, SPSS, Eviews and MS Access
VB programming experience is a plus
Ability to interact with clients on a regular basis
