
Senior Business Architect [Product Owner Proxy]

Responsible for translating regulatory and operational needs into clear high quality product requirements
Support successful delivery across RCRA and UIC program areas
Work closely with the Product Owner business stakeholders and technical teams
Manage the product backlog prepare sprint ready user stories support UAT and validate releases
Support RCRAInfo modules and UIC system integrations.
Key Responsibilities Product Backlog and Sprint Readiness
Partner with the Product Owner to manage groom and prioritize the product backlog
Align backlog priorities with regulatory requirements and delivery timelines
Maintain a structured sprint ready backlog of epics features and user stories
Facilitate backlog refinement sessions to ensure clarity feasibility and shared understanding
Requirements Elicitation and Analysis
Lead requirements elicitation across multiple program areas including FOS DLC MMCS and other RCRA and UIC programs
Conduct stakeholder interviews workshops and working sessions
Translate complex regulatory and operational workflows into clear traceable requirements
User Story Development
Author detailed user stories with clearly defined acceptance criteria
Ensure requirements are testable estimable and compliant with regulatory expectations
Maintain traceability between business requirements user stories and delivered solutions
UAT Coordination and Validation
Plan and coordinate User Acceptance Testing with program stakeholders
Develop and maintain UAT plans scripts and scenarios aligned to user stories
Validate sprint deliverables and track defects through resolution
Sprint and Release Support
Participate in sprint planning reviews and retrospectives
Support sprint acceptance and provide formal acceptance confirmation
Ensure delivered solutions meet approved requirements and regulatory standards
Prioritized product backlog with well defined user stories and acceptance criteria
Requirements documentation covering all RCRAInfo modules and UIC integrations
Sprint acceptance and release validation documentation
UAT plans execution results and defect tracking reportsEnd to end requirements traceability documentation
Required Qualifications
Experience in Product Analysis Business Analysis or Product Owner support roles in Agile environments
Strong skills in requirements elicitation documentation and user story development
Hands on experience supporting User Acceptance Testing
Experience working in regulatory compliance driven or multi stakeholder environments
Proficiency with Agile tools such as Jira or Azure DevOps
Excellent written and verbal communication skills
Preferred Qualifications
Experience supporting RCRAInfo UIC systems or environmental regulatory applications
Prior experience working with state or federal government agencies
Understanding of system integrations and data driven workflows
Ability to manage priorities across multiple program areas
Core Technical Skills
Requirements elicitation for RCRA and UIC program workflows
Data mapping between legacy systems and RCRAInfo modules
