
Position Summary
The Compliance & Area Property Manager is responsible for leading Housing Finance Corporation (HFC) compliance across an assigned portfolio while simultaneously supporting operational execution in an Area Property Manager capacity. This role is highly compliance-driven, with primary accountability for ensuring all assigned assets maintain full regulatory compliance, audit readiness, and strict adherence to all Memorandum of Understanding (MOU) requirements.

Essential Duties and Responsibilities HFC Compliance Oversight
Lead and manage full HFC compliance in accordance with:
MOU guidelines
Applicable regulatory agency requirements
Investor and lender expectations
Ensure all properties maintain continuous audit‑ready status, including complete, accurate, and well‑organized compliance documentation.
Oversee and validate:
Tenant file compliance (initial, annual, and interim recertifications)
Income qualification documentation
Rent limits, utility allowances, and program‑specific restrictions
Conduct routine compliance reviews and internal audits to identify gaps, risks, and deficiencies.
Develop and implement corrective action plans to resolve compliance findings.
Serve as the primary compliance subject‑matter expert for onsite teams, Operations, and Asset Management.
Coordinate and support all compliance‑related audits, inspections, and file reviews, including pre‑audit preparation and post‑audit responses.
Area Property Manager Responsibilities
Perform Area Property Manager duties in alignment with the Regional Manager Job Description, including operational oversight, performance management, and property‑level execution.
Support onsite leadership to ensure operational practices align with compliance standards and company expectations.
Monitor property performance, staffing needs, and operational discipline across the assigned portfolio.
Training, Guidance & Accountability
Train, mentor, and support onsite teams on HFC compliance requirements, documentation standards, and audit preparedness.
Develop and implement compliance tools, including checklists, timelines, and tracking reports, to ensure consistency across properties.
Provide clear guidance on regulatory updates, policy changes, and MOU interpretations.
Hold onsite teams accountable for compliance deadlines, documentation accuracy, and corrective action completion.
Reporting & Communication
Provide regular compliance status updates to senior leadership, including risks, trends, and audit readiness.
Maintain clear and accurate documentation of compliance status for each asset, including open items and remediation plans.
Act as a liaison between Operations, Asset Management, and Compliance to ensure alignment and accountability.
