Overview

This job opportunity will not be in the classified service and will not be covered under the Administrative Rule of the WV Division of Personnel. Nature of Work: Performs legal work under the general supervision of the Associate General Counsel. Performs full performance legal work for the WV Lottery Commission. Assists the Associate General Counsel with legislative bill drafting, emergency policy, and procedural rules.

Responsibilities Draft pleadings and other legal memoranda in litigation and administrative hearings.

Prepare legal memos on regulatory and compliance matters.

Participate in the RFP contract process, interpret purchasing rules and regulations, and provide legal guidance to management.

Respond to FOIA requests.

Research regulatory matters under the direction of the Associate General Counsel and the Lottery Director.

Review and approve contracts related to marketing, security, licensing, finance and administration, etc.

Consult with agency staff on the interpretation of court opinions, statutes, rules and regulations, commission and director policy, internal controls, casinos internal controls and house rules.

Minimum Qualifications Training:

Admission to the West Virginia State Bar.

Experience:

Two years of full-time or equivalent part-time paid employment in the practice of law.

Substitution:

One year of full-time or equivalent part-time paid employment as an attorney with the assigned agency shall be considered the equivalent of two years of experience.
