Job Posting: Multifamily Disaster Recovery Representative II Department: Housing and Community Development (HCD), Sacramento, CA Salary: $6,330.00 – $7,929.00 per month Final Filing Date: 2/14/2026 Work Type: Permanent, Full Time; Telework eligible with hybrid arrangement. Headquarters location designated based on primary residence. Job Description and Duties
This position supports the design and implementation of federally-funded housing and community development programs, including the Community Development Block Grant – Disaster Recovery (CDBG-DR) program. The Federal Multifamily Housing Branch is responsible for program guidelines, NOFA issuance, application review, funding recommendations, fund disbursement, and monitoring. The HCD representative will work under the general direction of the Supervisor I, Federal Multifamily Housing Branch (FED-MHP) of the Division of Financial Assistance (DFA). Reference to: Duty Statement and minimum requirements are available in the class specifications. A Statement of Qualifications must be submitted with the application. Responsibilities
Participate in program design and implementation of federally-funded housing and community development programs, including CDBG-DR. Assist in development of program guidelines detailing the use and requirements of state funding programs. Assist with issuance of Notices of Funding Availability (NOFA), application review, funding recommendations, fund disbursement, and monitoring. Collaborate with the Federal Multifamily Housing Branch to ensure compliance with state and federal requirements. Minimum Requirements

Knowledge of governmental financing of multifamily housing developments. Knowledge of construction projects and timelines. Knowledge of monitoring/managing grant or loan agreements. Knowledge of managing contracts and providing technical assistance to local jurisdictions or developers. Experience reviewing and reconciling financial reports in grant management systems. Knowledge of NEPA, Davis Bacon and Related Acts, Section 3, and related state/federal requirements. Experience writing policies, solicitations, applications, project reports, and contract agreements. Experience analyzing data and presenting conclusions effectively. Experience reading and interpreting federal statutes, regulations, and Federal Register notices. Benefits
