Flagstaff City/ Coconino County Library District

The City of Flagstaff/Coconino County Library Director position is looking for an individual that has the professional expertise and background to manage the functions of the City of Flagstaff and Coconino County Library District that includes several branches. This position assures that the library district meets the informational, social, cultural, and recreational needs of the communities we serve. A vital aspect of this position is the administrative nature and the responsibility of all library functions and facilities. Another important aspect of this position is its accountability to not only the City of Flagstaff municipality, but also to Coconino County municipalities, the Coconino County Board of Supervisors, and the State of Arizona Board of Library Examiners. This position has direct reports that include the IT Manager, Deputy Library Director for City Services, Deputy Library Director for County Services, and an Executive Assistant. This position reports to the Economic Vitality Director who reports to the City Manager.

Examples of the Work Performed

Provides excellent customer service to both internal and external customers

Directly supervises the Information Technology Manager, Executive Assistant, City Services Deputy Library Director, and County Services Deputy Library Director

Has overall supervisory responsibility for the library staff, including professionals, paraprofessionals, clerks, pages, IT and clerical staff

Direct responsibility for the Flagstaff Libraries and the Coconino County Library District including the Downtown Flagstaff Library, East Flagstaff Community Library, Preschoolers Acquiring Literacy Skills (PALS) mobile, Tuba City Public Library, Grand Canyon Community Library, Correctional Facility Library, Coconino County Bookmobile, Forest Lakes Community Library, Supai Community Library and partial responsibility to the Page Public Library, Sedona Public Library, Fredonia Public Library, Williams Public Library and Coconino County Law Library

Oversees the city library and county-wide library IT and Collection Management Services departments

Oversees scheduling, organizing, and chairing of the Coconino County Library District Council meetings which include the Flagstaff, Fredonia, Page, Sedona, and Williams Public Libraries

Responsible for overseeing the Library District Council conversations regarding potential tax rate increases and presenting any recommendations as needed to the Coconino County Manager and Coconino County Board of Supervisors

Creates reports (written and oral) and presents to the Economic Vitality Director, City of Flagstaff Leadership, Flagstaff City Council, Coconino County Board of Supervisors and Coconino County Manager, Arizona State Library, Library Board, Flagstaff Friends of the Library, and the Library Foundation

Advises and presents recommendations as needed from the Library District Council to the Coconino County Board of Supervisors

Approves Flagstaff and district-wide library programs using library funds

Manages Arizona State Library requests

Budgeting requirements are for two separate governing budget cycles and include presenting to the City of Flagstaff and Coconino County during their designated budget reviews

Attends Arizona State Library, Archives and Public Records statewide meetings and conferences for the Coconino County Library District as needed

Responsible for advising, reviewing, submitting and approving all grant applications, as well as overseeing grant expenditures and management

Travels to district libraries, site visits to county branch libraries, community organization meetings and events

Promotes and advocates for library programs in the Flagstaff and district libraries

Oversees contracts, agreements, and works with the Deputy Director for County Services on the City-County Intergovernmental Agreement (IGA)

Manages and assesses all library building needs, both interior and exterior, and improvement projects

Establishes measures to improve methods, use of equipment, technology, changes in operations, working conditions, quality of work, and any necessary expansion to increase the efficiency of the division

Assists the Economic Vitality Director with short and long-range planning and goals for the division

Serves as Acting Economic Vitality Director as assigned

Implements and recommends library employee actions (hires, new personnel requests, discipline, status changes, etc.) to the Economic Vitality Director

Represents the library when working with the Flagstaff City-Coconino County Public Library Board, Arizona State Library, Arizona State Librarian, and other libraries, the media and the public

Investigates and resolves citizen complaints that cannot be handled by other library personnel

Establishes priorities of work within the library division

Assists the Deputy Director-County Services with coordination of the Coconino County Library District Council

Directs, reviews, and approves the preparation of reports

Advises and approves Friends of the Flagstaff Library and Flagstaff Public Library Foundation activities according to library needs and goals

Supports fundraising projects for Flagstaff Public Library Foundation Endowment Fund and Friends of the Flagstaff Library

Advises and works with county affiliate library staff to promote, provide, and develop library services throughout the county

Informs and monitors supervisory personnel in general city and library policies and procedures

Coordinates with other officials, leaders, citizens, schools, clubs, and other community organizations in library matters

May participate in community activities as a public liaison

Speaks before civic and professional groups on the plans, objectives, policies and programs of the library division

Other duties as assigned

Qualifications Minimum Requirements

Master’s degree in Library Science from an American Library Association (ALA) accredited program

7 years of professional-level experience managing and overseeing library operations, programs, services, or administration

5 years of progressively responsible supervisory or leadership experience

Ability to certify as a County Librarian by the Arizona State Board of Library Examiners and eligible for appointment by the County Board of Supervisors, as outlined in Arizona Revised Statutes: A.R.S. § 11-906 et seq

Or any combination of education, experience, certification and/or training equivalent to the above Minimum Requirements.

Desired Experience and Training

Experience working with innovative library technologies and computer systems

Experience providing multicultural or diverse community library services

Familiarity with local community needs, partnerships, and resources

Experience developing and maintaining library collectionsExperience developing or implementing strategic plans

Other Requirements

Must possess, or obtain upon employment, a valid Arizona driver’s license

Upon hire, must furnish satisfactory recommendations from two former employers
