The
Senior Manager, Ethics & Business Conduct and Compliance Manager
leads the company's Ethics and Business Conduct Program and HR-related compliance activities. This position will be located in our Fairfax, VA office. Serving as the primary Business Conduct Officer for the division, this role represents the organization on all ethics, compliance, and conduct-related matters while managing a team of investigators who handle employee concerns raised through multiple channels, including employee reports, Human Resources, and the company's ethics hotline system. This leader drives a culture of responsible conduct, accountability, and trust through strong partnerships across HR, Legal, Security, Quality, and HII corporate.
Key Responsibilities:
Lead and continuously enhance the Ethics and Business Conduct Program to ensure alignment with company values, legal requirements, and business needs
Serve as the designated Business Conduct Officer, acting as primary liaison to corporate, and participate in the division Ethics & Compliance Council
Build, coach, and mentor a high-performing team of ethics and compliance investigators, strengthening their investigative skills, judgment, and stakeholder partnerships
Promote a culture of ethical decision-making, integrity, and responsible conduct across all organizational levels
Investigations Management
Oversee investigations involving misconduct, policy violations, retaliation, harassment, discrimination, and other workplace concerns
Ensure consistent, fair, timely, and confidential handling of all cases in accordance with company policies, legal requirements, and best practices
Partner with HR, Legal, Security, and other stakeholders to resolve cases appropriately and effectively
Strategic Advisory & Collaboration
Act as strategic advisor and subject matter expert to HR leadership on employee discipline, corrective actions, and policy interpretation
Collaborate with Legal, Security, Quality, and other functions to assess risk, manage complex cases, and ensure consistent application of standards
Provide ethics and compliance insights to senior leadership, offering guidance on training, policy enhancements, and preventative measures
Identify trends, root causes, and systemic risks from investigation data and employee reports
Drive development and delivery of ethics, compliance, and conduct-related training programs
Benchmark against industry best practices and proactively refine policies, processes, and controls to strengthen program effectiveness
Develop and deliver clear, actionable metrics and reports on investigations and program health (monthly, quarterly, and annually)
Present insights to senior leadership on case volumes, resolution timelines, risk areas, and program effectiveness with accuracy and transparency
What you need to have:
8 years relevant progressive experience with Bachelors in related field; or 6 years relevant progressive experience with Masters in related field.
Bachelor's degree in Human Resources, Business, Law, Compliance, or related field
Minimally 8 years of progressive experience in ethics & compliance, investigations, HR compliance, legal, employee relations, or strategic HR business partner roles, including serving as business conduct officer or investigations/employee relations leader
Minimally 3 years of people leadership experience managing investigators or compliance professionals
Minimally 8 years’ experience leading employee investigations and ethics hotline programs
Strong knowledge of employment laws, workplace conduct standards, and compliance best practices
Proven ability to influence and partner with senior leaders and cross-functional teams
Excellent judgment, discretion, and ability to handle sensitive and complex matters
Advanced degree (JD, MBA, or Master's in HR, Compliance, or related field)
Experience supporting client organizations as a human resources business partner
Experience in matrixed or multinational organizations
Professional certifications (CCEP, SHRM-SCP, SPHR, or similar)
