Position Summary: The Director of Legal Clinic is responsible for supervising and directing the Legal Clinic’s domestic violence litigation and advocacy efforts. The Director is responsible for administration of Clinic activities, policies and procedures. The Clinic Director has primary responsibility for grant-related activities, including writing grant applications and reports and overseeing data quality. The Clinic Director develops and maintains liaisons with community and criminal justice agencies and conducts trainings for professional and community groups. The Director identifies systemic obstacles for victims of intimate partner violence and assists in formulating a plan and strategies for the removal of these obstacles, including innovative legal strategies, community education, and appellate or legislative advocacy. A member of the Agency’s Leadership Team, this position reports to the Executive Director.

Essential Duties and Responsibilities:

Create a strategic plan for the Legal Clinic that ensures alignment with the Agency’s strategic plan, allows the Clinic to work within budget, and maximizes the skills of staff members.

Adhere to all grant requirements, including writing grant applications and grant reports.

Maintain quality data for use in grant reports.

Direct the Clinic’s advocacy efforts, including systemic advocacy, appellate litigation, research collaborative, and professional trainings.

Identify systemic obstacles that impair victims’ access to a fair judicial process and work to formulate goals and strategies to remove these obstacles.

Liaise with the legal community to improve the legal system’s response to victims of intimate partner violence.

Provide training and technical assistance to community members and domestic violence stakeholders.

Responsible for administration of Clinic activities, including hiring and managing Clinic staff, ensuring staff are properly trained to perform assigned duties, encouraging and supporting growth and development of staff, creating a positive work environment, and addressing performance or behavioral problems with staff in a timely manner.

Meet weekly with direct reports, either one-on-one or team meeting, to provide feedback and direction.

Hold regular Clinic team meetings.

Create, oversee, and fundraise for the Legal Clinic budget, including grant writing and reporting.

Responsible for developing the Clinic’s policies and procedures and recommending them to the Executive Director.

Provide mentorship and oversight to the Clinic’s family law attorneys.

Manage the Legal Clinic’s pro bono program, including recruiting, training, and maintaining relationships with private attorneys to perform pro bono legal services on behalf of Clinic clients.

Perform other related duties as assigned by the Executive Director.

Authority:

Approve all hiring decisions for the Legal Clinic.

Develop and implement processes and program procedure modifications.

Create goals and performance plans for the Legal Clinic.

Design and carry out performance improvement plans and disciplinary action for direct reports.

Approve and oversee implementation of performance plans and disciplinary action for Legal Clinic staff.

Approve budgeted Clinic expenditures. Develop and modify Legal Clinic budget.

Identify and pursue grants, donations, and other resources to support Clinic activities.

Accountability/Measures of Success:

Activities and outcomes of the Legal Clinic are aligned with the Agency’s Strategic Plan, Mission, Vision and Values.

The Legal Clinic meets qualitative and quantitative service goals, including deadlines for completion of electronic and paper documentation and data entry efforts.

The Legal Clinic operates within budget.

Staff members have the necessary skills and training to adequately meet the daily requirements and challenges of their jobs.

Experience, Education, Certifications/Licenses

Licensed to practice law in the State of Maryland.

At least five years’ experience practicing domestic relations law, with domestic violence and criminal law knowledge. Experience in intimate partner violence or related field.

Advocacy and litigation experience required; legislative experience desirable.

Grant writing and administration skills required.

Demonstrated commitment to provision of legal services.

Must pass criminal background check.
