
Business Solutions Analyst
Salary Range: $135,000 – $156,000 per year
Reports To: Senior Project Manager
Employment: Conditional upon successful contract award
Position Overview The Business Solutions Analyst serves as the key liaison between business stakeholders and technical teams to design and implement solutions that improve organizational performance and operational efficiency.
This role involves gathering and documenting requirements, analyzing systems and processes, and delivering technology-driven solutions aligned with business goals. Responsibilities may evolve based on final client task order requirements.
Key Responsibilities
Collaborate with stakeholders to gather and document business requirements and objectives.
Analyze existing systems, workflows, and processes to identify improvement opportunities.
Translate business needs into detailed functional and technical specifications.
Research and recommend technology solutions to address business challenges.
Design and document process flows, system diagrams, and workflow improvements.
Work closely with development teams to ensure solutions meet business requirements and technical feasibility standards.
Serve as the primary liaison between business stakeholders and technical teams.
Partner with project managers to monitor progress and ensure timely delivery.
Support testing efforts by validating functionality against documented requirements.
Assist with solution deployment, documentation, and user training.
Analyze business data to identify trends and recommend optimization strategies.
Monitor solution performance and recommend enhancements when necessary.
Stay informed on emerging technologies and industry best practices.
Perform additional duties as assigned.
Required Qualifications
Bachelor’s degree or equivalent experience (9 years of experience required if no degree).
Minimum 5 years of experience applying analytical processes on IT projects valued at $2M or more.
At least 3 years of experience in business systems analysis and design.
Minimum 3 years of progressively complex experience, including:
Application troubleshooting and triage
Business requirements elicitation and documentation
Project management support (2 years in a lead capacity)
Minimum 2 years (within the last 5 years) of Business Analyst experience including documentation, requirements analysis, process re-engineering, testing, or user training.
Minimum 3 years of experience using requirements management tools such as JIRA.
Minimum 3 years of experience analyzing legislative mandates and regulatory impacts on system requirements.
Minimum 2 years of experience working within the California Department of Technology (CDT) Project Approval Lifecycle (PAL) process, specifically Stages 3 and 4.
Experience preparing documentation and artifacts required for PAL approvals.

Ability to analyze systems and procedures.

Master’s or Doctoral degree in a related field.
6+ years of experience supporting large IT projects valued at $2M+.
4+ years of experience in business systems analysis and design.
4+ years of lead-level experience.
4+ years of experience using requirements management tools.
4+ years of experience analyzing legislative mandates and documenting requirement impacts.
3+ years of experience working within CDT PAL processes and preparing approval documentation.
