Contract Specialist I

SOW USGI is seeking an experienced Contract Specialist I to provide high-level cradle-to-grave contracting for the Office of the Senior Procurement Executive.

Background: DOL fosters and promotes the welfare of the job seekers, wage earners, and retirees of the United States by improving their working conditions, their opportunities and ensuring the adequacy of America's workplaces. The Department administrates a variety of Federal labor laws including those that guarantee a minimum hourly wage and overtime pay, freedom from employment discrimination and other support. DOL, Office of the Assistant Secretary for Administration and Management (OASAM) is responsible for the development of policies, standards, procedures, systems and materials related to the resource and administrative management of the department. DOL, OASAM Office of the Senior Procurement Executive (OSPE) is a customer service organization that delivers consistent, high-quality, enterprise-wide procurement services to support DOL's diverse missions and maximize the Department's federal buying power.

Duties & Responsibilities

Assist the Contracting Officer in conducting reviews of acquisition documents submitted by the Program Office to determine adequacy & sufficiency. Such as market research reports, acquisition plans, Request for Quotes, Request for Proposals, etc.

Support the Contracting Officer in source selections and will be required to sign Organizational Conflicts of Interest (OCI) and Non-Disclosure Agreement (NDAs). All source selection evaluation information made accessible to Contractor personnel shall be protected and treated as \"Source Selection Sensitive\" information as defined in FAR 2.101, pursuant to 3.104, 7.503(c)12, and 37.203 - 204. All source selection information shall be marked as such.

Prepare modifications for various contractual actions to include, but not limited to contracts, purchase/delivery/task orders, blanket purchase agreements, indefinite delivery contracts, as necessary.

Complete all assigned orders within the agency's and CO's established milestones.

Complete and handle all files in accordance with acquisition regulations and DOL local policies and procedures.

Administer and/or closeout Government contractual vehicles in accordance with regulatory guidance and DOL procedures.

Participate in meetings as required. Meetings include acquisition planning, pre-award conferences, periodic progress review meetings and other meetings as required by the Contracting Officer. During period review meetings, the Contracting Officer (CO) and/or Contracting Officer's Representative (COR) will address performance issues, if any, and appropriate actions to be taken.

Assist the Contracting Officer in preparing responses to Freedom of Information Requests and Protests actions.

Minimum Qualifications

Minimum of two (2) years of relevant experience in federal contracting

Bachelor's degree, with 24 semester hours in business related coursework from an accredited college or university

Excellent writing skills and be able to communicate effectively both orally and in writing

Familiar with the Federal Acquisition Regulation (FAR)

In-depth working knowledge of federal procurement regulations and policies, as well as the ability to perform complex cost and/or price analysis functions

Experienced using electronic software, including Microsoft Office software (Word, Excel, PowerPoint, etc.)

Preferred Qualifications

Defense Acquisition Workforce Improvement Act (DAWIA) or Federal Acquisition Certification in Contracting (FAC-C) Professional

Acquisition Professional

OCT Consulting is a business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.

Responsibilities and Duties: We are currently seeking an Acquisition Professional with a minimum of five (5) years of experience in Federal Contracting or Procurement (GS-1002 series). The ideal candidate possesses a strong background in supporting acquisition offices, gained through service as a federal employee, a government contractor, or a combination of both. Duties include but are not limited to:

Perform comprehensive pre-award, award, and post-award functions for various contract types (e.g., fixed-price, cost-reimbursement), including acquisition planning, soliciting, and executing contract terminations or close-outs.
Apply knowledge of federal regulations (FAR, JAR, SCLS/SCA, Davis-Bacon Act) and acquisition strategies to ensure compliance with small business requirements, environmental mandates, and 508 compliance while determining offeror responsibility.
Conduct commercial and industrial market research using standard business guides (e.g., Moody's, Dun & Bradstreet) and utilize procurement vehicles (e.g., GSA Advantage, UNICOR) to identify sources and plan strategies for both simple and complex requirements.
Maintain accurate contract data and reporting by utilizing e-Government tools and systems, including SAM, FPDS-NG, CPARS, eBuy, and the Electronic Subcontracting Reporting System (eSRS).
Prepare and present factual acquisition information, memoranda, and user guidance clearly in writing and orally to all personnel levels, demonstrating effective organization and problem-solving skills throughout the contracting process.

Presently, the team works remotely; however, candidates should anticipate this changing and needing to report to the Washington, D.C. office location at least two days a week.

Requirements:

At least five (5) years of full-spectrum federal contract experience
Bachelor's degree is preferred; however, we will accept a minimum of 24 credit hours in business-related disciplines (e.g., accounting, finance, law, contracts, economics, marketing, or management) in lieu of a degree
Acquisition certification is highly preferred (i.e., FAC-C, DAWIA certification, Industry Certification, NCMA certifications will also be considered)
Must be able to obtain or retain a Public Trust clearance
The investigation will involve a credit, fingerprint, and law enforcement agency check
Must be a US Citizen

Contract Specialist

You will serve as a Contract Specialist responsible for procurement requirements generated by the SSP Technical Branches.

You will have direct responsibility for the planning, negotiation, and award of the contracts, many of which are high-dollar, complex procurements.

You will prepare cost and price analysis on high-dollar complex contractor proposals, present developed negotiation positions to a peer review panel, pre and post negotiation business clearances, and ensure compliance.

You will prepare contract drafts, including innovative provisions, and provide final documents for signature by a Warranted Contracting Officer in accordance with office delegations of authority.

You will resolve complex advance procurement planning and contract planning problems that arise from day to day.

You will negotiate contracts supporting the TRIDENT II Sub Launched Ballistic Missile Program, Nuclear Weapons Security Programs, Conventional Prompt Strike Program, Nuclear Sea Launched Cruise Missile Program, or Submarine Security Programs.

This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-02 pay band (GS-11 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

Performing professional contracting work analyzing and evaluating procurement requirements, performing pre or post award contract administration, price or cost analysis, and/or negotiation of contracts including modifications for an organization.
