Director Of Transportation
The Director of Transportation will provide visionary leadership to the two MCTS bus stations, the Coordinator of Station Operations, Dispatch, Street Operations, and the Training division for bus operators. This position plans, directs, and implements changes to the Transportation department to ensure on-time performance, excellent attendance, and upholds the highest safety measures to ensure our operators, passengers, and the community remain our highest priority with regard to providing safe, efficient, reliable, and exceptional customer service. The Director of Transportation is also responsible for ensuring MCTS utilizes the best practices and operates within established standards and regulations of the FTA (Federal Transit Administration) and the DOT (Department of Transportation).
The Director of Transportation reports to the Chief Operations Officer and will provide leadership and oversight to the Coordinator of Station Operations, Training Manager, MCTS Dispatch Manager, Street Operations Manager, and the Kinnickinnic and Fond du Lac Station Managers
Essential Functions:
- Develops and implements strategic planning for each internal division within the department, including Station Supervision, Training, and administrative support staff.
- Participates in problem solving, grievance resolution, contract negotiations, and other related labor relations activities.
- Reviews, updates, and recommends policy and procedure improvements to attain operational efficiencies in alignment with company vision and goals.
- Analyzes data and monitors trends related to workforce planning, policies, procedures, and all other aspects of the Transportation department.
- Investigate incidents, complaints, and/or accidents for the purpose of resolving or recommending a resolution to the situation.
- Guides all Transportation department-related disciplinary suspensions and discharges, and related grievances.
- Recommends hiring of staff, provides and/or coordinates staff training, and works with employees to correct deficiencies.
- In partnership with Employee Relations, implements consistent disciplinary processes and procedures.
- Meets with other departments within the organization and outside entities.
- Reviews passenger complaints and commendations and all requests for information related to the Transportation Department.
- Works closely with the managers in Transportation and Maintenance to ensure the effective assigning, scheduling, and dispatching of bus operators and vehicles.
- Prepares and monitors the Transportation department budget.
- Seeks proactive solutions to address issues in Transportation and within MCTS.
- Accountable for the performance of the Transportation department and speaks on behalf of the department at regular KPI meetings.
- Provides oversight of station performance and develops processes and procedures to improve performance, address persistent issues, monitors disciplinary reports, and improves employee morale.
- Sets the example for those under their jurisdiction with attendance, attire, behavior, and outlook.
- Acts on behalf of the Chief Operations Officer in their absence.
- Ensures excellent customer service is provided in Transportation to our passengers.
- Utilizes MCTS' fixed route bus service regularly to monitor system performance, recommend changes to processes and procedures, boost employee morale, and be visible to those under their jurisdiction.
- Performs other duties as required.
Qualifications:
- Bachelor's Degree in Logistics, Business Administration, or related field required. (*Related experience may be considered in place of educational requirement.)
- Seven (7) years of management experience required.
- Experience with a public transportation company providing fixed bus route is required, and experience with Bus Rapid Transit (BRT) is preferred.
- Experience supervising in a union environment required.
Knowledge, Skills, and Abilities:
- Knowledge of Transit Planning principles and bus schedule preparation.
- Knowledge of Transportation industry trends and best practices.
- Knowledge of budget principles.
- Knowledge of service levels and operating costs.
- Proficiency with computers, spreadsheets, word processing, and oral presentations is essential. (MS Office Products Word, Outlook, Excel, etc.)
- Ability to manage conflict and balance competing interests from multiple stakeholders.
- Ability to develop and execute company strategies to attain outcomes for set goals.
- Ability to lead and manage others.
- Ability to develop and maintain effective and appropriate working relationships.
- Ability to communicate effectively, both verbally and in writing.

- Skilled at making timely, well-reasoned decisions by analyzing data, assessing risk, and balancing competing priorities to achieve organizational objectives.
Physical Requirements and Environmental Factors:
- Work is frequently conducted in an office or similar indoor environment, relatively free from unpleasant environmental conditions or hazards. Incumbent may sometimes be in a street, warehouse, shop, or operating station environment, moving mechanical parts and fumes or airborne particles.
- Physical requirements are those described as sedentary work, exerting 10 pounds of force occasionally or a negligible amount of force frequently.
