Position Overview:

Aalis Management Consulting seeks experienced Contract Specialists to perform the full range of pre- and post-award contracting functions in support of critical homeland security and law enforcement missions. Mid-level specialists work with moderate oversight, while senior specialists lead Giz complex acquisitions independently.

Key Duties:

Execute cradle-to-grave contract support for various contract types (FFP, Cost-Reimbursement, IDIQ, BPAs).
Interpret and apply the FAR, HSAR, and agency policies.
Develop acquisition plans, J&As, D&Fs, solicitations, and award documents.
Conduct cost/price analysis, evaluate proposals, and manage source selection.
Administer contracts, including modifications, options, and closeouts.
Utilize PRISM, FPDS, SAM.gov, and the Microsoft Office suite.
Handle procurement-sensitive and law enforcement-sensitive ????? information with strict OPSEC.
Provide expertise on GWACs, Federal Supply Schedules, and DHS vehicles.

Mandatory Qualifications:

Must have a Bachelor's degree from an accredited college or university in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. In lieu of a Bachelor's degree, the Government will accept seven years of experience.
Must have a minimum of 5 10 years of documented federal contracting experience.
Proven skill in applying the FAR, specifically Parts 8, 12, 13, 15, & 16.
Proficiency with PRISM (or similar), FPDS, SAM.gov, and MS Office.
Excellent communication, analytical, and organizational abilities.

Mid-Level Distinction:

Experience in independently routing acquisition packages.
Foundational experience in cost analysis and supporting negotiations.

Senior-Level Distinction:

Proven track record in independently managing complex?????? acquisitions.
Extensive experience with competitive range documentation and source selection.
Experience responding to protests and mentoring junior staff.

Preferred Qualifications:

Experience with fluid efficient law enforcement or national security procurements.
Experience with services or IT hardware/software contracts.

Perform tradeoff analyses of performance, life-cycle cost, risk, productivity, and other system or program requirements.\nAssess architecture and current hardware limitations; define and design system specifications; evaluate input/output processes and working parameters for hardware/software compatibility.\nConduct independent technical investigations in systems design and evaluate vendor capabilities to provide required products or services.\nConduct comprehensive security assessments to yield a clear understanding of security status and risk to operations and executing the mission.\nReview the customer’s System Authorization process and provide recommendations for updates to create a draft Assessment Package for approval.\nEnsure the accuracy of the system inventory, categorization, plan of action and milestones (POA&Ms), and other technology types within the authorization boundary.\nValidate system support services (vulnerability scanning and security monitoring technology) and personnel roles.\nReview and establish an Annual Assessment Schedule in support of deliverables and artifacts.\nDevelop required Security Assessment Plans (SAP) and Security Assessment Reports (SAR) compliant with NIST standards.\nCollect and catalogue evidence of security controls assessment findings.\nDevelop and update system qualitative risk assessment reports (RAR) compliant with NIST SP 800-30.\nProvide an Executive Summary Briefing at customer site or hosted virtually.\nEnsure all written and published media is relevant to the topic and clear.\nRequired Qualifications\nHighly skilled in cybersecurity with a keen understanding of technology including applications, databases, networking, and architecture.\nAbility to communicate complex information in a confident and well-organized manner.\nExperience developing and delivering System Security Plans in CSAM.\nExperience in network firewall, data loss prevention, and intrusion detection systems.\nExperience in Operating Systems (Windows Server, Linux/Unix, Active Directory).\nAbility to conduct dynamic web application security testing.\nExperience in vulnerability assessment and results interpretation.\nAbility to format and configure documents in Microsoft and Adobe suites.\nAbility to function effectively in a dynamic, fast-paced environment.\nAdditional Requirements\nKnowledge of applicable laws, statutes, and guidelines related to cybersecurity.\nUnderstanding of information assurance, cybersecurity, and privacy policies.\nAbility to work with customers to assess needs and resolve problems.\nRequired Certifications: One of the following, at a minimum\nCertified Authorization Professional (CAP)\nSystems Security Certified Practitioner (SSCP)\nCertified Information System Security Professional (CISSP)\nYears of Experience: Minimum of four (4) years supporting information technology and cybersecurity projects.\nDegree Requirement: Bachelor’s Degree or equivalent.\nMinimum Clearance Requirement: Must be eligible for Public Trust.\nKingfisher Systems, Inc. is an Equal Opportunity Employer.
