Summary of Role The
Proposal & Sales Enablement Specialist
plays a critical role in driving new business growth by supporting the sales and revenue team through high-quality proposal development, pitch preparation, marketing collateral coordination and RFP/RFQ management. Note, the primary function of this role is to develop public sector and some private sector RFP responses to higher education, government, public health, non profit and tourism RFP’s.
The
Proposal & Sales Support Associate
is a cross-functional role supporting our sales and marketing engine — with a primary focus on managing our RFP pipeline and a secondary focus on enabling sales success across teams. This person will lead our proposal submission process end-to-end while also coordinating the development of client-facing assets like pitch decks, sales collateral, and case studies.
This is a sales enablement position requiring strong internal collaboration, ideal for someone who can think strategically, has some marketing experience in digital advertising, writes clearly, meets deadlines, and has some design experience with decks and presentation platforms like Google Slides/PowerPoint, and can manage multiple projects on tight deadlines. Government and compliance experience is a plus. And the ability to support sales with managing marketing and sales collateral is a plus.
Responsibilities
Own end-to-end development of sales proposals, public sector RFP responses, capability decks, and pitch collateral
Experience utilizing AI platforms like ChatGPT, Plaude, or other similar platforms
Coordinate with the CEO on new RFP sourcing opportunities
Coordinating new RFP requirements needed by Propellant Media to respond to said RFP’s
Ensuring Propellant Media is registered in specific jurisdictions for RFP requirements (i.e., State Agent Registrations, Database Registrations)
Manage RFQ/RFP response process across education, government, healthcare, tourism, non profit and agency sectors
Partner with the CEO to craft custom proposal responses aligned to the details inside the RFP requests
Develop case study materials, bios, and presentation decks for future pitches
Maintain knowledge base of agency offerings, differentiators, pricing models, and Propellant Media’s agency capabilities
Coordinate with media planners, creative, and leadership for input during proposal development
Track deadlines, compliance requirements, and submission instructions for all inbound opportunities
Identify and share win/loss learnings to optimize future proposals and positioning
Help further refine our current RFP response system
Attend procurement Q&A meetings via those RFP opportunities
Coordinate with our creative team on video and banner ad development for RFP’s.
Maintain database of RFP’s opportunities through Propellant Media’s internal tracker sheet
Ensure we are responding with 100% compliance to the RFP’s we decide to respond to.
Contribute to new business presentations and sales pitch decks
Coordinate new marketing and sales collateral for our sales team
Communication Skills
Strong business writing, content, and editing skills
Digital marketing experience and the ability to communicate PM’s capabilities
Confident verbal communicator in both internal and external settings
Skilled in formatting proposals and documents for readability and brand consistency
Ability to translate technical language into persuasive, client-facing messaging
Capable of managing up and working cross-functionally with multiple stakeholders
Additional Responsibilities
Partner with marketing and the CEO to align proposal language with web and content writing via blog posts and case studies.
Provide project management support on cross-functional sales initiatives
Build scalable tools (checklists, templates, FAQs) to increase sales team efficiency
Help refine and maintain the agency’s case study library and vertical-specific proof points
Contribute to agency goal-setting, forecasting, and proposal analytics
Qualifications
4–5 years of experience in proposal writing, sales enablement, and account strategy (agency or consultancy experience preferred)
Experience responding to RFPs or public-sector RFQs a strong plus
Strong familiarity with digital marketing concepts (Google Ads, Meta, geofencing, programmatic display, etc.)
Proficiency with Monday.com (or comparable project management system), Google Suite (Google Slides), Microsoft Word/PowerPoint
Strong organizational and project management skills with deadline accountability
Bachelor's degree in Marketing, Communications, Business, or related field
Working proficiency in Adobe Creative Suite, with an emphasis on InDesign (Illustrator and Photoshop preferred), for producing, editing, and finalizing client-ready RFP responses, proposal documents, and pitch decks
Ability to place, format, and edit long-form proposal content within established InDesign templates while maintaining brand consistency, readability, and compliance requirements
Comfortable adapting proposal and pitch content across formats (InDesign, PDF, PowerPoint, Google Slides) while preserving layout integrity
Ability to collaborate with creative leadership to refine layouts, visuals, charts, and presentation flow within proposals and sales materials
Confidently manage last-minute edits and tight deadlines without compromising quality or formatting
Compensation Incentive Bonus:
Quarterly performance-based bonus tied to proposal activity and closed-won impact.
Bonus comp per:
Pitch Stage - Each time an RFP you lead gets us to a pitch stage, you earn a bonus.
Percentage of closed contract (Contracts That Materialized Into Closed Engagement) – This includes the total programmatic and management fees (set up fee, total monthly paid media management, creative, etc…). Bonuses are paid after Propellant Media receive payment during that bonus period from the client(s).
