H2M architects + engineers is seeking a highly motivated and detail-oriented Public Agency Market Specialist to support the continued growth, strategic positioning, and business development efforts of our Public Agency Market. This role requires a professional who can work collaboratively with leadership, technical teams, and external stakeholders to develop and strengthen relationships across federal, state, city, and local government agencies throughout New York, New Jersey, and Connecticut.
The Market Specialist will play a critical role in advancing H2M’s visibility, capability positioning, and pursuit preparedness. This position combines business development, market research, strategic planning, client engagement, and internal coordination. The ideal candidate is proactive, organized, and adept at managing multiple priorities in a fast-paced, deadline-driven environment.
Key Responsibilities The Public Agency Market Specialist will work directly with the Market Director and discipline leaders to:
Contribute to initiatives that promote all of the firm’s multi-disciplinary services.
Support development of tactical and strategic business plans for Public Agency market growth.
Help identify, assemble, and coordinate cross-disciplinary teams tailored to specific agency needs.
Participate in internal planning efforts to ensure teams are prepared for project pursuits and follow H2M’s project management framework.
Provide active involvement during project execution, including client coordination, monitoring schedules, and ensuring alignment with scope and performance standards.
Contribute to large-scale initiatives that enhance H2M’s brand and competitive positioning within the public sector.
Progressively develop a deep understanding of H2M’s operational structure, market approach, financial drivers, and cross-disciplinary collaborations in order to effectively support decision‑making and drive results.
Business Development Responsibilities
Conduct market and agency research, including procurement timelines, capital plans, budget cycles, and funding programs.
Identify and track opportunities across NY, NJ, and CT; maintain accurate, up‑to‑date pursuit pipelines.
Support outreach activities, including meeting coordination, follow‑ups, preparation of agendas, and documentation of action items.
Assist in the creation of capability statements, qualifications packages, presentations, and other marketing materials.
Gather information to support proposal development and assist in managing pursuit schedules and deliverables.
Provide administrative and logistical support for conferences, industry events, and public agency engagements.
Maintain and monitor CRM systems, ensuring accuracy, completeness, and compliance with internal standards.
Strengthen H2M’s presence through participation in industry associations, committees, and professional organizations.
Collaborate with other H2M markets to leverage cross‑selling and firmwide initiatives.
Education & Qualifications
Bachelor’s degree in Marketing, Business, Public Administration, Communications, or a related field preferred.
Minimum 5 years of experience in public agency experience, business development, marketing, or client‑facing roles (AEC industry experience a plus).
Strong organizational, communication, and research skills.
Ability to collaborate with multiple stakeholders and manage parallel priorities.
Comfortable interacting with government agencies at all levels.
Familiarity with government procurement processes in NY, NJ, and CT is preferred.
Strong written, interpersonal leadership, and presentation skills.
Hard‑working, self‑motivated person with an entrepreneurial spirit.
Strong ability to collaborate with individuals of varying disciplines, perspectives, and backgrounds.
Demonstrated “finisher” mentality, ensuring tasks are completed accurately, thoroughly, and on schedule.
Proactive problem solver with the ability to anticipate needs and address issues independently.

Strong organizational skills with the ability to manage multiple concurrent priorities.
Interest in developing a comprehensive understanding of A/E operations, markets, and systems.

The annual compensation ranges from $90,000 to $115,000.
