Supplier Diversity & Purchasing Specialist
Location: Greenwood Village, CO City Light & Power (CLP) is seeking a Supplier Diversity & Purchasing Specialist to join our Purchasing team of Professionals at our corporate location in Greenwood Village. City Light & Power (CLP) has built a reputation as an innovative, reliable, and responsive private Utility Development Leader. We support the federal government, military institutions, municipalities, and major utilities across the US, with financing, design, engineering, construction, and ongoing operations and maintenance for electrical transmission and distribution systems, as well as outdoor street, sport, and other recreational lighting. We are seeking candidates with three to five (3-5) years of experience with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and other contract requirements related to small business subcontracting. Local candidates preferred or willing to relocate. Hybrid work schedule available. Duties And Responsibilities
Maintain a thorough understanding of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) related to small business subcontracting and ensure compliance and reporting requirements. Oversee the preparation and timely submission of all required reporting, including Electronic Subcontracting Reporting System (eSRS), including SSRs and ISR reports. Submit Small Business and Socioeconomic plans for prime contracts. Submit past performance evaluations. Ensure ethical conduct and business integrity. Ensure the accuracy and completeness of all reported data. Maintain thorough and auditable records of all annual Subcontractor Representations and Certifications as required by applicable FAR and DFARS imposed by CLP's Prime Contracts. Maintain a database or system of qualified small and diverse suppliers and support outreach initiatives to expand the supplier base. Assist the purchasing/procurement department to identify and engage qualified small and diverse suppliers for contract opportunities. Collaborate with internal teams, such as contract management, finance, compliance, and legal, to ensure accurate and consistent reporting. Administer, update and maintain CLP's Purchasing related contract and prequalification documents. Strong understanding of FAR and DFARS regulations, particularly those applicable to subcontracting and small business requirements. Three-five (3-5) years of experience in federal procurement, compliance, or supplier diversity programs. Working knowledge of small business categories (e.g., SB, SDB, WOSB, HUBZone, VOSB, SDVOSB) and applicable federal goals. Proficiency in relevant software and systems for tracking and reporting contract requirements, including Electronic Subcontracting Reporting System (eSRS). Proficiency in all Microsoft Office products with a demonstrated ability to learn and adapt to new technology. Strong attention to detail and ability to ensure accuracy in reporting. Demonstrated ability to effectively utilize technology in completion of duties. Ability to work with employees at all levels of the organization and vendor community. Ability to function in a high pace environment. Ability to interpret complex regulations and develop appropriate internal procedures. Excellent written and verbal communication skills.
