Digital Content Manager The Department of Administration's (Admin) Division of Enterprise Applications (DEA) is seeking a Digital Content Manager to join the team. We are in growth mode, and it is an exciting time to be a contributing member to the SC Enterprise Information System (SCEIS)! SCEIS is the backbone of our business processes and ultimately empowers decision makers to improve government for the citizens. This position combines training and instructional design expertise with a mastery of the technical knowledge of the state's enterprise applications to create a unified and standardized knowledge base for end users. You will be responsible for developing, managing and optimizing engaging digital content across multiple platforms to enhance DEA’s online presence and audience engagement. You will be responsible for staying ahead of emerging technology and applying it to a strategic roadmap that allows DEA and the state of South Carolina to be innovative in our approach to giving end users the tools they need to be successful in their roles.

This position is onsite in Columbia, SC.

Responsibilities

Serve as the product owner for SAP SuccessFactors Learning Management System and future digital adoption and content platforms. Develop the enterprise digital content strategy, ensuring all platforms, tools and content align with organizational priorities, policies and requirements while also meeting stakeholder needs.

Drive long-term digital content roadmap planning in partnership with technical, functional and Organizational Change Management teams. Provide enterprise-wide leadership on digital content best practices, influencing how stakeholders communicate, store and manage information.

Serve as the primary digital content creator for the Division of Enterprise Applications. Collaborate with the SCEIS training team, instructors and subject matter experts to develop high-quality digital content for a variety of digital channels.

Establish and manage a governance framework for digital content lifecycle management, including standards for creation, approval, publishing and archiving.

Establish performance metrics and reporting frameworks to measure content effectiveness, engagement and business impact. Use analytics to guide strategic decisions, enhancements and content prioritization.

Stay informed about emerging digital tools, platforms and technologies that can enhance content creation and distribution, ultimately providing timely and easily accessible training for end users. Recommend and implement innovative solutions to improve end user engagement.

Qualifications

Bachelor’s degree in a relevant field such as Human Resources, Business Administration, Change Management, Training and Development.

Minimum five (5) years of professional experience creating and managing digital content for the purpose of training/educating end users.

Additional Requirements

Must have knowledge of adult learning principles, engagement and instructional design.

Must be able to think strategically.

Blend of creative, strategic and technical skills.

Design, analytics and platform fluency.

Basic graphic design skills.

Experience with design and creation of microlearning (strategic learning).

Planning and aligning content for microlearning toward DEA and State of SC objectives.
